Background

In Kenya, the UN Women Country Programme contributes to the development objectives of Kenya’s blueprint- the Vision 2030, the SDGs particularly, SDG 5 and is aligned to the United Nations Development Assistance Frameworks (UNDAF) 2018-2022 as well as UN Women Global Strategic Plan. The Kenya Country Programme aims to achieve the following results: (i) Increased women’s leadership and participation in governance; (ii) Strengthened women’s economic empowerment; (iii) Increased protection of women against gender-based violence & access to justice for women; and (iv) Strengthened women’s leadership in peacebuilding and humanitarian response.

The Women, Peace and Security (WPS), Humanitarian and Disaster Risk Reduction- (WPS/HA/DRR) programme in Kenya Country Office is conceived and anchored within the framework of the current country Strategic Note (2019-2022) and in line with UN Development Assistance Frameworks (2018-2022) and Kenya Vision 2030. UN Women supports the government to implement its Second-Generation National Action Plan for the implementation of UN Security Council Resolutions on Women, Peace and Security (UNSCR 1325), including localization, and to achieve targets of SDG 5 and 16. The programme embodies the “Leave No One Behind” principle, by ensuring the inclusion of women, youth and other marginalized groups in peace, security and humanitarian initiatives. The Programme focuses on two key areas; a) Development and implementation of gender-responsive policies and frameworks on peace and security and DRR, and b) Women and girls have access to DRR and humanitarian services.

UN Women is recruiting a national consultant- Team Leader for Women, Peace and Security; to support UN Women’s women, peace and security programming within the Kenya Country Office for a period of eight months.

Under the overall guidance and direction of the Deputy Country Director, the Team Leader for Women, Peace and Security exercises overall responsibility for planning, implementing, and managing UN Women interventions under his/her portfolio. She/he works in close collaboration with Senior Management, other Team Leads at UN Women Kenya, Operations Team, UN agencies, government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society, with the aim of successfully implementing the Women, Peace and Security (WPS), Humanitarian and Disaster Risk Reduction(DRR) portfolio in the country office.

He/she will manage the country programme, including continued monitoring of the implementation of the Women, Peace and Security Component, lead the programme team within the Unit, providing strategic direction, planning, and identify new programme areas while ensuring consistency with UNDAF and UN Women Global and Kenya Country Strategy priorities and creative response to emerging challenges and opportunities.

Duties and Responsibilities

Design and develop programmes on Women’s Peace and Security, Humanitarian Action and DRR (WPS/HA/DRR) in Kenya

  • Support in translating the priorities of the Strategic Note into programmes and interventions on WPS/HA/DRR
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to WPS/HA/DRR as necessary.

Manage the implementation and management of the WPS/HA/DRR programme

  • Coordinate and ensure high-quality implementation of the UN Women WPS/HA/DRR Annual Workplan by providing technical support and overseeing implementing Partners annual work plan implementation.
  • Provide technical and policy support to the country office in developing and strengthening projects/ programmes on WPS/HA/DRR and ensure synergies with other teams.
  • Support the coordination of the call/request for proposals, including review and evaluate partners proposals, the organization of technical review committees, and capacity assessment of partners.
  • Manage the submission of implementing partner financial and narrative reports.
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.
  • Oversee field missions and review reports on monitoring missions.
  • Contribute to quarterly reporting and donor reports, focusing on results, output and outcomes.

Manage technical assistance and capacity development to project/programme partners

  • Provide guidance to partners on Results-Based Management tools and performance indicators.
  • Manage the implementation of technical advice and guidance.
  • Build and manage relationships with national partners to support implementation and expansion of the WPS/HA/DRR programme; respond to any potential problems.
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

Manage the people and financial resources of the WPS/HA/DRR programme

  • Monitor and analyze the financial situation on the portfolios and programmes to ensure adherence to delivery rates and utilization of resources to meet agreed-upon targets and results.
  • Support Unit Programme Staff; Mentor and coach staff.

Build Partnerships and Support in Developing Resource Mobilization Strategies

  • Build partnerships and support in developing resource mobilization strategies.
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Contribute to Inter-Agency Coordination on WPS/HA/DRR to Achieve Coherence and Alignment of UN Women Programmes with Other Partners in Kenya  

  • Provide technical support to the Deputy Country Director on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed.
  • Coordinate with UN agencies, government institutions, development partners and civil society to ensure projects’ capacity development programme is harmonized and aligned with other in-country efforts.

Manage Advocacy, Knowledge Building and Communication Efforts

  • Develop and review background documents, briefs and presentations related to the WPS/HA/DRR.
  • Represent UN Women in meetings and policy dialogues on issues related to WPS/HA/DRR as necessary.
  • Develop advocacy strategies and oversee their implementation.
  • Identify best practices and lessons learned to inform programme and strategy development.

DELIVERABLES

  • Support the planning and implementation of UN Women’s Kenya WPS/HA/DRR AWP 2021 activities – detailed through a monthly report.
  • Contribute to reporting commitments: internal reporting (RMS) and donor reports- RMS, Donor Reports; Semi-Annual Report to Government of Finland, Semi-Annual Report to Government of Japan and Joint Programme Devolution Repots.
  • LEAP III Partner management – support in the review and evaluation of proposals, organize a technical review committee, undertake/oversee the capacity assessment of partners and oversee of quality narrative and financial reporting. 
  • Monitoring of WPS/HA/DRR partners (monitoring reports).
  • Contribute to country office resource mobilization efforts on WPS/HA/DRR, including joint programmes/joint programming.
  • Participation at UN, development partner and inter-governmental inter-agency coordination platforms. specifically, SRA 1 under UNDAF, Conflict Donor Group and the Gender Sector Working Group-WPS Taskforce as a means of enhancing coherence and complimentary.
  • A final report outlining deliverables, including programme Results/achievements, opportunities, challenges and lessons learned.

Required Skills and Experience

Education and Certification:

  • Master’s Degree or equivalent in gender/women's studies, international development, conflict studies, Law, Access to justice, social sciences, human rights, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring, and evaluation of development projects.
  • Technical experience working on the Women, Peace, and Security agenda.
  • Experience coordinating and liaising with government agencies, development partners, and CSOs is an asset.
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English is required.
  • Working knowledge of another official UN language is an asset.
  • Knowledge of Kiswahili is an asset.
