Organizational Context

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The Federation in delivering its broader Humanitarian and Developmental mission will host the Country Support Platform (CSP) of the Global Task Force for Cholera Control (GTFCC) as an operational arm of the GTFCC.
The CSP Coordinator will act to coordinate and manage the CSP team under the direction and supervision of the Team Lead, WASH Unit, and be based at IFRC Headquarters Geneva. She\he will work closely with the GTFCC Secretariat and GTFCC member organizations.

Job Purpose

The CSP Coordinator will coordinate and manage the Country Support Platform Project to deliver the expected outcomes defined by the GTFCC Global Roadmap to end cholera, by extending GTFCC support primarily at country level to all stakeholders including Red Cross and Red Cross national Societies where appropriate.

The CSP Coordinator will manage the CSP team, which will consist of team members with a range of skills, and will be responsible of planning, organizing, coordinating, and controlling the CSP project to contribute to the overall objectives of the GFTCC and specifically in providing tailored and targeted support at country level in countries affected by or at risk from cholera.

Job Duties and Responsibilities

The CSP Coordinator is responsible for and expected to coordinate and manage the Country Support Platform Project, a three year project that will have 3 primary expected outcomes (1) Coordination between the CSP, GTFCC and global and national stakeholders that have united in rolling out the GTFCC Cholera Roadmap to reduce the impact of cholera worldwide, a multi -year initiative that will continue beyond the first three years up to at least 2030 and in alignment with the Strategic Initiatives of the IFRC (2) To support the development of National Cholera Plans in 12 countries over 3 years in Africa and Asia, and support advocacy, communications and resource mobilisation to enable country level stakeholders to operationalise those plans and (3) to facilitate the identification and deployment of tailored technical support provided in most cases by non-Red Cross providers, such as UN bodies, academia, consultants, as requested by country level stakeholders.

The CSP Coordinator will manage the CSP Team in planning, organizing, coordinating, and controlling the CSP project to contribute to the overall objectives of the GFTCC and specifically in providing tailored and targeted support at country level in countries affected by or at risk from cholera. The CSP Coordinator will act in close regular consultation and collaboration with the WHO Team Lead Cholera Control and Epidemic Diarrheal Diseases position that also leads the GTFCC Secretariat.

Coordination

  • Acts as CSP Coordinator and primary liaison between CSP Team and GTFCC Secretariat, reports to his\her IFRC Line Manager.
  • Coordinate and enable the interactions between the CSP team and the GTFCC secretariat, WHO cholera team focal points, the GTFCC Working Groups and GTFCC partners as required
  • Lead the CSP Team in delivering on the basis of the approved CSP Project Proposal, Results Tracker and Budget and manage any revisions required of those documents during the duration of the project.
  • Overall responsible for the development and implementation of the CSP Advocacy and Resource Mobilization strategy and related activities
  • Under the direction of the Team Lead WASH Unit, act as Budget Holder for the CSP budget.

Monitoring

  • Oversee the Monitoring and Evaluation framework of the CSP Project and produce regular reports and analysis.
  • Ensure all required internal and external reporting, both narrative and financial are consolidated and submitted following IFRC internal procedures and protocols to meet with IFRC and donor requirements in a timely manner.

Advisory and Strategic

  • Responsible for the strategic and financial management of the CSP and the coordination of the team’s activities reflecting the GTFCC vision and objectives.
  • Oversee that cholera interventions are coherent, evidence based, aligned with the government and GTFCC Roadmap objectives and strategies

Education

Required

  • Masters or Doctorate in Public Health or in a Public Health discipline (e.g. epidemiology, vaccination, WASH, laboratory diagnosis, case management, community engagement)

Prefereed

  • Relevant degree or post-graduate study in public health, international health, or program management.

Experience

Required

  • At least 10 years working experience in a senior management position in the Humanitarian and\or Development Sector at national and international levels
  • At least 10 years of public health professional experience in the management of communicable disease prevention and control programme(s)
  • At least 3 years of documented experience in managing large multisectoral international networks, initiatives, or taskforces
  • At least 5 years of international public health field-based experience in resources limited countries
  • Demonstrated professional credibility in the sector and experience working in an international or cross-cultural environment.
  • At least 5 years management, budgetary and supervisory experience in a multicultural environment, with developing countries and/or with an international organisation at management level

Preferred

  • Field based experience in cholera control related activities

  • Broad knowledge of public health components and experience in practically applying this knowledge into policy, programmes and positioning
  • Extended knowledge in at least one of the 5 pillars (epidemiology, laboratory, vaccination, WASH, case management or community engagement)
