The ABA Rule of Law Initiative (ABA ROLI) seeks a Senior Technical Advisor for Gender and Inclusion to provide technical assistance, counsel and support across ABA ROLI’s global programs with a focus on the Women and Girls Empowered (WAGE) Consortium. WAGE is a global consortium implementing programs to advance the status of women and girls. Led by ABA ROLI, WAGE works to strengthen the capacity of civil society organizations (CSOs) in target countries to improve the prevention of and response to gender-based violence; to advance the women, peace, and security agenda; and to support women’s economic empowerment.

The Senior Technical Advisor (STA) for Gender and Inclusion reports to the Director of the Global Programs Division and will provide guidance and expertise on gender, inclusion and safeguarding to the WAGE management team and other ABA ROLI programs and offer high-quality technical assistance to program teams throughout the program cycle (planning, design, implementation, monitoring, and evaluation); ensuring that each initiative adequately integrates gender and adheres to the principles of diversity, inclusion, and do no harm. The STA will also lead ABA ROLI-wide efforts to implement and adhere to its Safeguarding Policy and Code of Conduct, including staff training and support to field-based safeguarding focal points.

Principle Duties / Job Responsibilities
Principle Duties and Job Responsibilities of the incumbent are as follows:

  • Provide guidance and expertise on gender and inclusion to the WAGE management team

· Assist in strategic planning to ensure that the concepts of gender equality, social inclusion and safeguarding are adequately integrated in organizational systems and processes

  • Offer high-quality technical assistance to ROLI-wide program teams throughout the program cycle (planning, design, implementation, monitoring, and evaluation); ensure that programs adequately integrate gender and adhere to the principles of diversity, inclusion, and do no harm
  • Lead the implementation of the WAGE Learning Agenda

· Oversee the design and implementation of standard WAGE “Gender, Inclusion, and Do No Harm Training” for core and local partners; serve as a trainer

  • Update and develop WAGE guidance documents as well as standardized tools and templates as needed
  • Oversee the development and publication of WAGE learning products, including gender and inclusion analyses and action plans, needs assessments, research methodologies, training curriculums, evidence briefs, and literature reviews

· Manage knowledge of gender-centered programs across ABA ROLI

  • Working closely with Monitoring, Evaluation and Learning (MEL) colleagues, oversee the development and implementation of gender components of program evaluations
  • Lead implementation of ABA ROLI-wide Safeguarding Policy and Code of Conduct, including training and support to field-based safeguarding focal points
  • Represent ABA ROLI at internal and external learning events as well as meetings and workshops with partners, donors, and peer organizations
  • Assist in the recruitment of gender experts; develop terms of reference for consultants

· Identify and share information across the organization on gender-related resources, events, and workshops

· Performs other related duties as required.

Basic Qualifications & Interests

· Possession of a Juris Doctorate from an ABA-accredited law school or recognized foreign law school, or possession of a Master’s degree from an accredited college or university

· Minimum ten years’ experience in one or more thematic areas

· Minimum eight years’ experience in international development

Preferred Qualifications

· Advanced degree in gender studies, international development or a relevant social science discipline

· Minimum 10 years of experience in gender-responsive programming, including field-based experience

· Passion and commitment to gender equality, social inclusion, safeguarding and the empowerment of women and girls, and proven expertise in these areas

· Strong understanding of gender integration and women’s empowerment concepts, and integrated development programming

· In-depth knowledge of at least one of WAGE’s core thematic areas and working knowledge of other thematic areas

· Experience developing and leading gender analyses and/or status of women assessments

· Demonstrated ability to provide technical gender and inclusion assistance to program teams, including ongoing advice, document review, training, and mentoring

· Excellent research, writing, analytical, knowledge management, and communication skills, and a strong publication record

· Experience working with the Department of State, USAID, or other U.S. government donors as well as international development organizations
