We Effect is recruiting a Finance Officer - Lusaka

We Effect is a development organisation founded in 1958 by the cooperative movement in Sweden. We Effect, Regional Office of Southern Africa (ROSA), under Zambia Country Office is looking for an experienced Finance Officer for the anticipated EU funding on Lusaka Transmission Distribution Rehabilitation Project (LTDRP) – Low voltage Distribution Network: Women Empowerment and Micro Small Enterprises Support. The project is aimed at building resilient and profitable businesses able to use electricity and owned by women and youth.

The Finance Officer is to provide effective and efficient support in daily financial and accounting matters. The Finance Officer will also assist in ensuring the smooth financial coordination of activities by We Effect and its partner organisations to guarantee compliance with the grant agreement and We Effects policies, strategies and quality requirements.

The Financial Officer will be responsible for the preparation of project and donor financial reports on a monthly basis as well as assist in overall compliance and internal control issues at country level. 

We Effect in Southern Africa is present in and implements country development programmes in Mozambique, Malawi, Zambia and Zimbabwe. The Regional Office is based in Lusaka, Zambia. For more information, see www.weeffect.org.

Main responsibilities include: 

·         Working with the project team to ensure that all funds are utilized in accordance with the approved budget and duly accounted for;

·         Preparation of project cashflow forecasts;

·         Assist in the facilitation of the timely disbursement of funds requests to We Effect partner organisations on the project;

·         Ensuring the timely preparation of project financial reports (both We Effect and consolidated partner reports);

·         Timely processing of the project operational funds as per Cash forecasts;

·         Entering transactions in the general ledger and preparing monthly balance sheet account reconciliations;

·         Tracking of expenditure and payments for all project activities;

·         Financial compliance monitoring of partner organisations and project activities;

·         Support annual budget development and donor proposal budget development processes;

·         Filing of all financial records and liaise with the auditors during the project and financial year end audits to ensure that the audit runs smoothly;

·         Check requests by Project teams to ensure that they are in accordance with the approved budget.

·         Follow up on all project advances to ensure they are properly accounted for and posted in the system;

·         Assist in the financial capacity building of partner organisations.

 

Merit:  

·         Strong financial analytical skills

·         Ability to set priorities, complete work with minimal supervision, and meet deadlines.

·         Strong communication and interpersonal skills, with fluency in English and two or more Zambian local languages.

·         Proficient in computer skills, particularly knowledge of MS Excel software and use of relevant accounting packages.

·         Experience in managing EU grants would be an added advantage

·         Must be a member of the Zambia Institute of Chartered Accountants.

About the Candidate 

As the Financial Officer you have experience of financial accounting for transformative programming and Micro Small Enterprising. You should be able to manage and coordinate financial activities for the project. You should have experience of managing sub-accounting for partner contracts to ensure compliance. You will have excellent interpersonal skills and demonstrated ability to establish effective working relations with partner organisations, staff and other stakeholders. You have excellent organisational, scheduling and planning skills and ability to meet deadlines. You should be positive, solution-focused, able to give clear and concise instructions and work with a diverse team to build consensus and support working together. You will have excellent communication skills.  

Qualification requirements

·         A university degree in any of the following disciplines: Accounting, Finance; or Full professional accounting qualification i.e. CPA, ACCA, CIMA or equivalent.

·         Over 3 years working experience preferably in a major international organisation/NGO.

·         Demonstrable skills in the development and implementation of finance and accounting policies, procedures and systems in the context of an international NGO.

·         Good knowledge of project accounting including reporting requirements of major bi-lateral Aid Agencies.

·         Excellent oral and written English communication skills.
