Organisational Setting

The Office of Evaluation (OED) anchors the evaluation function in the Food and Agriculture Organisation of the United Nations (FAO). Evaluation in FAO provides results accountability using evidence based guidance to member countries and FAO’s Director-General to improve decision-making and provide oversight. Evaluation also contributes to corporate learning by offering improvements in the Organisation’s programmes, including relevance to countries, definition of objectives, design and implementation. OED also participates in system-wide evaluation initiatives, thereby contributing to assessments of developmental effectiveness by the United Nations (UN) system.

Purpose of the Call

In 2021-23, OED will conduct several evaluations requested by FAO’s governing bodies, management and resource partners. These evaluations include:

  • Evaluation of FAO’s south-south cooperation and triangular cooperation
  • Evaluation of the Pacific Islands
  • Evaluation of COVID-19 response
  • Evaluation of Evaluation of FAO’s contribution to sustainable water management (SDG 6)

The purpose of this call is to identify a list of potential candidates that may be suitable for different tasks in relation to the thematic evaluations above.

Reporting Lines

The evaluation specialists will be under the supervision of the evaluation manager (OED) assigned to a specific evaluation.

Technical Focus

The evaluation specialists will work in programme evaluations in various priority areas of FAO. Technical areas of expertise for these thematic evaluations include, but are not limited to:

  • Agriculture and irrigation management
  • Water-use efficiency and water stress management
  • Water tenure and governance
  • Food security: policy making and implementation support, nutrition in different regions
  • Fisheries and aquaculture
  • Sustainable forest and land management
  • Land governance
  • Governance and institutional frameworks
  • Crisis management

Tasks and responsibilities

The evaluation specialists will carry out specific tasks in accordance with the evaluation’s Terms of Reference, including:

  • Draft of inception reports
  • Lead and/or contribute to the development of the evaluation methodology
  • Participate in field missions (when feasible) and/or briefings/debriefings
  • Data collection and analysis
  • Lead and/or contribute to the drafting of the evaluation report and/or relevant sections

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in evaluation, agriculture, social and economic development, fishery and aquaculture, public policy, international affairs or related fields;
  • Relevant experience in policy, programme evaluations, as follows:
    • At least five years for a mid-level specialist
    • At least ten years for a senior specialist
  • Working knowledge of English and Spanish, limited knowledge of another relevant language (Arabic, Chinese, French and Russian) would be a plus.

  • Extensive, relevant experience in designing, planning, leading, and conducting developmental and humanitarian evaluations
  • Advanced knowledge in any of the above-mentioned technical areas relating to a specific evaluation
  • Knowledge/experience on the theme(s) under evaluation (senior specialists only)
  • Familiarity with the International Development system, desirably with the UN system
