Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services). 

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of Information and Communication Technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.


The Infrastructure Section is responsible for providing secure, reliable, and dependable computing, collaboration, database and communications services to the Department of Safeguards. The Infrastructure Section cooperates with other Sections and Divisions in the Department of Safeguards to deliver IT services at a very high standard.

Main Purpose

Reporting to the Section Head, the Core Infrastructure Team Leader is responsible for the planning, management, operation, design, and monitoring of the core IT infrastructure that provides the Department with highly available and secured information. The core ICT infrastructure includes all Safeguards networks and systems in Vienna, Tokyo, Toronto, Rokkasho and Seibersdorf, remote access, IT security infrastructure, digital storage, server, hypervisor, hyper-converged infrastructure, local area networks, wide area networks,, operating systems , and data centre operations. Additionally, the Team Leader is responsible for ensuring that ICT infrastructure services are efficiently delivered to the Department of Safeguards and that delivery processes and tools are automated, secure, reliable and documented.

Role

 

The Core Infrastructure Team Leader is\:

(1) a technical leader, functioning as an expert in designing, creating, deploying, troubleshooting, optimizing, automating, monitoring, managing and performance tuning core ICT infrastructure while responding to issues, performance indicators, and trends in ICT service management metrics; (2) a manager of human resources, who supervises the staff in the team and promotes best practices, including team work, within the team and across all teams of the section, as well as across the division and Department and to ensure that projects meet established time and cost parameters and standards of technical quality; (3) an expert in the design, architecture and operation of networks, remote access, IT security infrastructure, hyper-converged infrastructure, digital storage, server, hypervisor and operating systems infrastructure, containers and the operations of the data centres without technical supervision; (4) an innovator with hands on experience of new technologies, processes and automation providing new solutions to improve the security, efficiency, and effectiveness of all core ICT infrastructure components managed within the team; and (5) a champion of DevOps and operational excellence aimed at providing integrated ICT solutions.

Functions / Key Results Expected

  • Provide technical leadership to ensure secure, stable and efficient operation of core ICT infrastructure with proactive monitoring, and that are scalable and sustainable.
  • Architect and integrate multiple technologies in a comprehensive manner leveraging the entire ICT stack (including storage, network, hyper-converged infrastructure, hypervisors, containers, operating systems, and communication and security protocols) and deliver solutions which are agile and can be adapted to changes in business models and technology and which are designed to accomplish the objectives of the Department.
  • Plan, coordinate and review the activities of the staff in the team to ensure the delivery of programme objectives, including the relevant financial, performance and quality standards.
  • Provide input and assistance to the Section Head with respect to the preparation and updating the section's work plan; produce timely reports – financial and progress reports, as required.
  • Provide direction to integrate projects toward efficient business solutions while meeting project deadlines.
  • Promote good team working practices within the team and across all teams of the section and beyond; assign tasks to the staff depending on their technical skills and knowledge, and assist them in their needs to acquire necessary training; develop job descriptions, evaluate job applications and carry out annual performance reviews for the teams staff.
  • Lead and supervise the staff in the team including subordinate specialists, in both substantive and operational issues ensuring optimization of human and financial resources and nurturing a culture of results with highest performance standards; Provide coaching and hands-on training to staff.
  • Establish and maintain ICT management and operations policies, standards and procedures by using ITIL, Kanban and Agile guidelines, quality standards and business requirements to implement solutions and assure that these standards are followed by performing regular assessments.
  • Manage and facilitate the prioritization of technical solutions in order to establish and maintain core ICT infrastructure staffing levels, appropriate training, tools, and software that will allow the core infrastructure team to achieve the operational objectives given budget constraints.
  • Provide authoritative advice to senior management on core ICT infrastructure development and on the implications of various technological alternatives.
  • Determine core ICT infrastructure integration and linkages within the Organization, resolving operational, technical, and coordination issues.
  • Work closely with other Divisional staff in order to enforce architectural and best practices standards to implement secure and reliable operation of ICT services objectives.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in computer science, information systems or another related field.

Bachelor's Degree - A first level university degree in computer science, information systems or another related field with 4 additional years of relevant professional experience may be considered in lieu of the advanced university degree.

Minimum of ten years of relevant experience in the ICT infrastructure domain including recent work with networks, remote access, IT security infrastructure, enterprise storage, server, hypervisors, operating systems, hyper-converged infrastructure, and data centre operations.
Proven understanding of the concepts around operating system administration (Windows and Linux), and security and authentication protocols, hyper-converged infrastructure, containers, Kubernetes, and object storage (e.g. S3)
Proven and recent experience with the design and operation of networks, firewalls, Public Key Infrastructure (PKI), intrusion detection, directory services, and enterprise storage systems
Demonstrated experience with DevOps tools and procedures, as well as a leadership or technical mentoring role in transitioning an organization to DevOps, including continuous integration, continuous release, and continuous testing.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $89837 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 46895, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
