Project Management Organisational Design / OD Leader (f/m)

Location: Innsbruck or Vienna / Austria

Position Details: limited contract for 2 years with the prospect of extension after this time

SOS Children’s Villages International is the umbrella organisation for the global federation of SOS Children’s Villages. As a non-governmental social development organisation we help children without parental care and families in difficult living conditions through services in care, education, health and emergency relief, and we advocate for children’s rights. We work in 136 countries and territories, reaching over one million children, young people, families and caregivers each year.

 

Purpose

The Project Manager Organisational Design will lead the organisational design project for the General Secretariat (GSC) and therefore has a significant impact on the increase of the effectiveness of the General Secretariat and will also contribute to the GSC change vision.

The project takes on board the outputs of the Core Services project addressing processes, roles, structure and competencies. The project manager will develop a project charter and the scope addressing the following key areas:

A) Draft the envisaged international structure of GSC units in line with the agreed core services (central and de-central units) incl. parameters for resource allocation among units and location options

B) Analyze end-to-end-processes for critical core activities and as needed propose new approaches considering governance or organisation structure

C) Define the new GSC structure
Structure to follow federation priorities, GSC change principles, and new ways of working (e.g. cross-functional project work) and the potential shift of services/positions to the regions

The Organisational Design project is part of the GSC Change and is closely related with the Core Services project and the New Ways of Working project.

The role will report into the project sponsor, International Director of Human Resources and Organisational Design, and cooperate closely with the Project Management Office Leader.

 

Tasks and Responsibilities

Project management

  • Manage the project according to the defined project management methodology
  • Develop project approach together with external advisors
  • Manage project resources
  • Identify and mitigate risks
  • Manage relationship with external advisors
  • Track project progress
  • Manage the project team
  • Ensure ownership of related OD processes that serve as catalysts or possible barriers to the planned changes

Change Management

  • Identify and manage anticipated resistance to planned changes
  • Define success metrics and measure performance against them
  • Develop the framework for short term and longer-term implementations
  • Develop plans for staff uptake of the proposed changes
  • Identify changes to roles & responsibilities and design together with HR respective position descriptions

Architecture

  • Identify quick wins and mid-term improvement scenarios
  • Work with the project team to re-engineer identified processes
  • Work with internal (HROD) and external specialists (Consultant) to develop optimal structure
  • Evaluate the impact of the planned changes
  • Identify other necessary OD changes
  • Bring in external perspective

Communication and reporting

  • Provide reporting and updates to management (Change Driving Board)
  • Manage a change dashboard on the collaboration platform (for staff and other key stakeholders)
  • Advise the management and prepare staff communications

Stakeholder management

  • Organise stakeholder consultations
  • Provide timely information to stakeholders
  • Identify key stakeholder concerns and develop solutions
  • Develop training and guidance programmes for GSC managers and supervisors
  • Liaise with key federation stakeholders outside the GSC where appropriate

 

Requirements
  • Master’s degree or equivalent in International Relations, Organizational Development, Institutional Relations, Change Management or any other relevant higher education
  • Strong track record as OD project lead and in leading complex, cross-functional projects
  • Demonstrable experience in driving organizational change, ideally in an NGO environment
  • Previous experience in a complex organizational projects with a variety of different needs and the skills to handle ambiguous situations
  • Strong people management experience and leadership skills  
  • Extensive communication and presentation skills
  • Strong stakeholder management skills
  • Coaching and/or facilitation certification or qualifications is a plus
  • Excellent command of English language skills
  • A valid Austrian working permit or eligibility to work within the EU
