Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

Main Purpose

Reporting to the Emergency Preparedness Coordinator, the Emergency Preparedness Officer is responsible for implementing different activities to support Member States preparedness to respond to nuclear or radiological safety and security related incidents and emergencies. In particular, he/she is expected to organize and implement training and other capacity building activities in emergency preparedness and response, implement relevant peer reviews and advisory missions, and provide technical advice for the design, implementation and follow up of projects in emergency preparedness and response at national and regional levels. He/she advises on the development and maintenance of Safety Standards, various technical guidance and tools related to emergency preparedness and response. He/she also advises on medical aspects of nuclear and radiological incidents and emergencies.

Role

The Emergency Preparedness Officer is\: (1) a technical specialist providing high-quality professional inputs for the development of Safety Standards, technical guidance, tools and training materials in the area of preparedness and response to nuclear and radiological safety and security related incidents and emergencies, including aspects of medical preparedness and response, as well as for the implementation of training and capacity building activities and peer review missions in this area, including development of associated guidelines and tools for assessing and improving the efficiency of those activities; (2) an analyst, evaluating feedback from application of Safety Standards and various capacity building activities; and (3) a trainer, lecturing at courses and workshops and representing the IAEA at topical seminars and workshops.

Functions / Key Results Expected

Develop safety standards, technical guidelines and tools on emergency preparedness and response to provide adequate reference to Member States for development, and continuous improvement of robust arrangements for preparedness for and response to nuclear and radiological safety and security related incidents and emergencies., including aspects of medical preparedness and response.
Provide for the application of safety standards, technical guidelines and tools by conducting training courses, workshops, exercises and networking activities.
Contribute to the continuous improvement of activities aimed at application of standards by developing, implementing and maintaining different tools to assess and streamline efficiency of those activities.
Provide technical inputs and background information required for the organization of training courses, workshops and exercises, such as training materials and exercise scenarios.
Organize and implement peer review and advisory missions related to preparedness and response to nuclear and radiological safety and security related incidents and emergencies., including aspects of medical preparedness and response.
Provide technical inputs and background information required for the design, implementation and follow up of projects on emergency preparedness and response.
Provide support and relevant expertise for the IAEA’s Incident and Emergency System (IES) and participate in response activities, training and exercises within IES.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree in natural sciences, nuclear engineering or a related field. Advanced university degree would be an asset.
Minimum of five years of experience in preparedness and response to nuclear or radiological emergencies at the national level.
Experience in developing of standards, technical guidance and tools in the area of emergency preparedness and response at the national and international levels. Knowledge and experience in developing and implementing standards and guidance in emergency preparedness and response, as well as emergency response plans at the national or facility levels including aspects of medical preparedness and response.
Experience in developing the training materials and in conducting of the training in the area of emergency preparedness and response.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62120 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 32178, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
