Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The International Labour Organization Country Office for Zimbabwe (CO-Harare) based in Harare is seeking applicants to fill the above vacant post to be stationed in Namibia under the Extractives, Energy and Manufacturing Unit 

The COVID-19 crisis is expected to affect the global economy for years to come. In addition to containing the virus and saving lives, governments, employers and their associations, workers and their organizations and enterprises of all sizes in all countries are focused on weathering the crisis and ensuring minimal job losses and business and industry survival. At the same time, governments, employers and workers across the globe and in all sectors of the economy are calling for decent work to be part of the response to the pandemic. The need for fairer, more resilient and sustainable global supply chains is part of national, regional and global discussions on how the world of work can build back better. 
The Sustainable Supply Chains to Build Back Better project is a joint intervention co-funded by the European Union (EU) and the International Labour Organization (ILO) that aims to promote decent work in global supply chains. This includes the development of new knowledge, tools, guidance, policy advice, technical assistance and training to address decent work challenges and opportunities in five sectors in five countries: coffee in Colombia, electronics in Viet Nam, fisheries in Namibia, rubber gloves in Malaysia and textiles and clothing in Madagascar.
In Namibia, the project will engage with ILO constituents and key stakeholders in seizing this moment to assert the importance of decent work to fairer, more resilient and sustainable fisheries supply chains and to the social and economic recovery from the COVID-19 crisis.
The aims of the project are:
1. to promote decent work in the fisheries  supply chain in Namibia as key to the social and economic recovery from the COVID-19 crisis;
2. to engage stakeholders and promote social dialogue all along the supply chain to keep decent work principles at the forefront and explore possibilities for a “new normal” during and after COVID-19 recovery; and
3. to support government, employer, worker and other stakeholder action to make decent work a defining framework of the post-COVID-19 era in Namibia.

The project comprises three closely inter-related modules:

Module 1: Research and analysis on decent work challenges and opportunities in the fisheries sector and the impact of COVID-19
Expected outcome: Enhanced knowledge and understanding of the decent work deficits and opportunities in the fisheries supply chain in Namibia among policy makers, social partners and other stakeholders facilitates the development of gender-sensitive and evidence-based policies and measures to advance decent work.

Module 2: Production of tools and guidance to enhance knowledge and capacity
Expected outcome: Tripartite constituents and stakeholders are better equipped to advance decent work in a more resilient, inclusive and sustainable fisheries supply chain in Namibia

Module 3: Support to national and sectoral constituents and stakeholders to advance decent work in the fisheries supply chain in Namibia as part of their response to the COVID-19 crisis.
Within the policy and procedural requirements established by the ILO and the EU-funded Sustainable Supply Chains to Build Back Better project, the National Project Officer will coordinate project activities in Namibia and monitor and report on their progress. Under the guidance of the Director of the ILO Country Office, s/he will establish and maintain working relationships with concerned government representatives and offices, employers’ associations and workers’ organizations, and key project stakeholders.
The National Project Officer will be based in a Project Office in the UN Complex / Ministry of Labour / Agriculture/Fisheries in Windhoek. S/he will work under the supervision of the ILO Director of the Country Office to Zimbabwe and Namibia and will receive guidance from the Technical Officer of the Sustainable Supply Chains to Build Back Better project in the Sectoral Policies Department.

Reporting Lines

Under the overall responsibility of the Director of the ILO Country Office - Harare, the National Project Coordinator  will work under the direct supervision of the Head of Manufacturing, Mining and Energy Unit in SECTOR, in collaboration with ILO Sectoral Policies Department and relevant Specialists in the DWT in Pretoria.

Description of Duties

The National Project Coordinator will perform the following duties :

1. Coordinate and execute project activities, including research and analysis on decent work challenges and opportunities in the fisheries supply chain and the impact of COVID-19.
2. Monitor progress of the project by drafting work-plans and monitoring activities.
3. Support the Technical Officer in the preparation of the required periodic progress reports on the status of activities.
4. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring expenditure as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
5. Follow-up with staff and specialists in the ILO Country Office and Decent Work Team in Pretoria, as well as government offices, constituents and other organizations to expedite implementation and meet targets.
6. Supervise the work of the project’s external collaborators.
7. Ensure adherence to the ILO rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the project activities in Namibia.
8. Organize meetings of the national tripartite advisory committee and other relevant workshops and events with constituents and key project partners.
9. Participate in, and represent the ILO in conferences, seminars, workshops, training sessions and meetings as required by the ILO Country Office. Speak on behalf of the project when attending these gatherings alone.
10. Undertake missions to project sites, independently or accompanying others.
11. Brief ILO staff and visiting officials, consultants and project partners and provide relevant information on decent work opportunities and challenges in the fisheries supply chains in Namibia.
12. Draft or translate documents, press releases, official correspondence, statements and speeches and other public information materials.
13. Perform other duties as may be assigned by the Country Director and the Technical Specialist based in Pretoria.

 

Required qualifications

Education

First level university degree in law, engineering, architecture, economics, public policies, development studies or a relevant field. 

 

Experience

At least two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners is required. ILO or UN experience in the relevant field will be an advantage. Experience in training, capacity building, and decent work in the fisheries supply chain will be an advantage.
Technical requirements: Good knowledge and relevant professional experience at the national level preferably in the fisheries sector and with decent work challenges and opportunities. Work experience with the government, social partners, civil society and other stakeholders. Knowledge of policy making and tripartite consultation would be an advantage.

 

Languages

Excellent command and knowledge of English. Good knowledge of another official language of the duty station.

Competencies

  • Knowledge of programme and budget, project administration and evaluation concepts and procedures
  • Knowledge of the mandate and structure of labour market institutions in Namibia
  • Knowledge of the financial rules and regulations used by international organizations or public administrations
  • Strong analytical skills and ability to justify requirements and approaches to problem resolution
