The OECD has earned a leading role in international development and development co-operation. The Development Co-operation Directorate (DCD) is the focal point for the OECD’s work in this domain. DCD works to implement the Programme of Work and Budget and to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD work on development co-operation within the international development system and international governance architecture, in co-ordination with the The Office of the Secretary-General and OECD Sherpa team and other parts of the OECD, in particular,  the Development Cluster. To support implementation of the 2030 Agenda for Sustainable Development, the Development Co-operation Directorate (DCD) collects and analyses data, provides policy advice, and builds multi-stakeholder partnerships to promote policy reform and increase impact on the ground, stimulate new co-operation modalities, adapt international measurement frameworks, and ensure that innovative approaches to financing sustainable development benefit the poorest first, in order to leave no-one behind.

The DCD is looking for a dynamic and experienced manager to lead the Global Partnerships and Policies Division in DCD that provides evidence-based policy advice and recommendations on areas prioritised by members such as governance, conflict and fragility, gender equality and women’s empowerment. This division also leads multi-stakeholder platforms for political dialogue, accountability and mutual learning to advance and improve development policy and strengthen the role of development co-operation and its effectiveness to support collective action to address the complexity and interconnectedness of the 2030 Agenda.

As a key member of the DCD management team, s/he will work closely with the DCD Director and Deputy Director to support, advance and provide strategic direction to the Directorate’s work and to work closely with the Office of the Secretary-General and the rest of the Organisation in the development and implementation of horizontal projects, and on strategies to advance implementation of OECD advice in member and partner countries. S/he will work under the direct supervision of the Director and Deputy Director of DCD, lead a team of around 40 staff in a multicultural environment, and collaborate with the Office of the Chair of the Development Assistance Committee (DAC).


Main Responsibilities

Strategic vision and leadership

  • Contribute to the establishment and implementation of the strategic direction of DCD’s work programme, and advance the development work of the OECD in a collaborative way in support of the Programme of Work and Budget and Strategic Orientations of the Secretary-General.
  • Exercise critical oversight of analytical and policy content of flagships, reports, policy papers and programme proposals designed to influence international development policy-making.
  • Increase the impact of policy recommendations in member and partner countries, and steer the analytical work taking into account the changing external environment and development landscape.
  • Promote understanding, awareness, and use of the OECD’s work on development policy, development cooperation and development finance.
  • Ensure strategic co-ordination of development work with other OECD directorates and build effective partnerships with other international organisations.
  • Contribute to ensure the global impact of the OECD work in the development field, including through increased engagement with key partners in line with the global relations strategy of the OECD and of the DAC.
  • In co-ordination with the DCD Director’s office, ensure effective preparation of briefing material for the activities of the Secretary General, the Deputy Secretaries General, and the Sherpa Office for the Organisation’s contributions on development co-operation to global fora, including to the G20 and G7.
  • Integrate, in co-operation with other development bodies at the OECD, the development perspective into high priority OECD-wide projects to enhance the value and impact of OECD’s work for member and non-member countries.
  • Leverage multidisciplinary skills, perspectives, and planning to maximize efficiency, policy coherence, and mission-driven impact through increased ownership and accountability of shared outcomes.

Management and co-ordination

  • Lead, manage and support a dynamic and high-performing team of programme managers to deliver high quality evidence-based policy information, analysis and advice, in support of work programme and emerging priorities.
  • Demonstrate a commitment to excellence by ensuring high standards of recruitment, performance/talent management, project management, resource management, effective working methods and a caring working environment conducive to teamwork, continuous learning, and innovation.
  • Ensure effective support to DAC subsidiary bodies and networks, and to multi-stakeholder platforms.
  • Raise funds to support and deliver the DCD’s mission-driven work programme which is a collective endeavour that requires strong horizontal collaboration, innovative thinking and flexibility to make progress on complex policy issues.
  • Stay well informed about OECD-wide substantive priorities and management developments.
  • Contribute actively to the management of the Directorate, and to OECD corporate management as called upon.
  • Ensure effective co-ordination, collaboration and co-operation across the Organisation including with the Office of the Secretary-General and policy directorates to support and contribute to flagship corporate initiatives and horizontal projects.
  • Adhere to and promote the highest professional standards and the ethical principles of the OECD's Code of Conduct in all internal and external matters.
  • Liason and representation
  • Act as an effective spokesperson for the OECD on development co-operation issues.
  • Maintain close working relationships with the governments of members and non-members, as well as with intergovernmental organisations and other stakeholders in relation to international development policy.
  • Develop and implement effective influencing and communication strategies to increase the impact of OECD’s work on development co-operation.
  • Collaborate closely with international partners, including the United Nations Development Programme, other UN Agencies and the World Bank.

 

Ideal Candidate Profile

Academic Background

  • An advanced university degree (Masters or PhD) in economics, political science, international relations, development or other relevant discipline.

Professional Background

  • At least ten years’ senior level experience working on international development and related policy issues in a bilateral or multilateral development agency.
  • Proven experience providing strategic leadership at a senior management level within area of expertise.
  • Solid knowledge and understanding of international development policy-making, and the role of development co-operation to support collective action to address the complexity and interconnectedness of the 2030 Agenda.
  • Demonstrated ability to leverage multidisciplinary skills and expertise across a range of expert policy communities.
  • Demonstrated ability to lead, motivate and manage a high-performing, multidisciplinary and multicultural team. Proven experience in managing performance, talent, and change.
  • In-depth understanding of how multi-stakeholder partnerships, intergovernmental dialogue and political processes involving a wide range of stakeholders operate in the international arena would be a definite advantage.
  • Excellent political sense and well-established contacts with key actors and stakeholders in the international development community, including other international organisations.
  • Demonstrated ability to conceive, plan and execute complex and dynamic work programmes in co-operation with others, to fundraise and deploy resources effectively, and deliver high quality results on target and within budget.
  • Excellent communication skills and ability to command attention and establish credibility, and build consensus in international policy processes.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

Three-year fixed term appointment, with the possibility of renewal.

What the OECD offers 

  • Monthly base salary starting from 10 291 EUR, plus allowances based on eligibility, exempt of French income tax. 
  • Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.

Selection Process

During the selection process a video-recorded interview, written test, and assessment centre may be required. Panel interviews are foreseen in April.

Ideally the selected candidate for the position would take up duty in Q3 2021.
