SCA Background:

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The admin finance officer will be responsible for all the support required for the smooth running of the Physiotherapy Training School and related facilities. He/she will also help the course coordinator in better management of the school.

The Admin Finance Officer reports to the Physiotherapy Course Coordinator.

Qualifications & Requirements:

Bachelor’s degree in management sciences is required, which includes but not limited to economic, finance & Market management.

Minimum 2 years’ experience of Administration and/or Finance is required.

Fluency in English, Dari and Pashtu, written and spoken.

Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational background.

Ability to take initiatives and pursue work proactively without being intensively supervised.

Ability to support colleagues and provide/receive constructive feedback.

Computer knowledge at operational level, SCA uses Ms Office standard software.

Ready to work, live and travel in an intricate and strenuous environment.

To be an Afghan national

Main Responsibility:

Act according to the policy and regulations of SCA.

Keep updated with issues related to SCA and the environment where SCA operates.

Promote an attitude of team spirit and a strong focus on quality.

Develop good co-operation with SCA units, authorities, institutions and other NGOs.

Do related job as delegated by the Head of the Programme.

Supervisory Tasks

Responsible for the supervision and leading of the project support staff.

Technical Tasks

To manage the work of the project support, staff (guards, cleaners and cooks, logistic assistant)

To prepare procurement, logistics, administration and financial documents related to the project.

To maintain very good working relationship with Admin, Finance and Logistic staff of the regional office

To prepare the staff timesheet, students’ incentive, teachers’ contract with database, and all related administration issues.

In case of need to process the official letters.

To supervise and monitor the stock mechanism and control generator logbook.

To lead the security issue related to TIQRA II project with coordination of MRMO security unit and DP manager.

To supervise the cooking and distribution of food and tea for students and staff and checking the quality of food.

To calculate the monthly expenses of meal for the project, prepare the vouchers and clear it with the finance team of the regional office.

To maintain very good filing systems and inventory

To provide monthly report and support course coordinator related to quarterly report.

To support the course coordinator in physiotherapy school related tasks.

Tasks of inter organizational relation.

To co-operate and assist with all units/staff for the proper security maintenance of SCA premises.

Financial Tasks

To prepare financial vouchers of the TIQRA project running costs, external teachers payrolls and other related financial issues.

Training Tasks

As per project requirement

Tasks of inter organizational relation.

Promote gender equality, non-discrimination about ethnic, political and religious background.

To participate actively in workshops, seminars & conference organised by the SCA management.

Promotes good coordination with other SCA projects, all PO units and other units/department at KMO especially Disability Programme about project planning, budgeting and other related issues.

Tasks of relation with external agencies

Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders of the Project and Disability Program in general.

To participate actively in ensuring broad understanding and acceptance by local communities of the Disability Programme projects and SCA in general.

To actively ensure community participation in DISABILITY PROGRAMME projects

Miscellaneous Tasks

To actively contribute to the successful development and good reputation of the SCA

To do any other duties assigned by the Physiotherapy Course Coordinator and Disability Project Manager.
