Purpose of consultancy :

The purpose of the consultancy is to provide support in planning, organizing, and reporting on the regional symposium on menstrual health and Hygiene (MHH) to be held in May 2021.

Background : 

Menstrual health and hygiene (MHH) are integral to the realization of girls' and women's rights. In order to manage their menstrual experiences safely and with dignity, it is imperative that girls and women have access to reliable, accurate, and comprehensive information, adequate sanitation facilities, protective materials of their choice, and school and family environments that are emotionally and physically supportive.

It is in this context and to kick start systematic collaboration on MHH in the region that UNFPA and UNICEF, in the framework of the French Muskoka Funds, are organizing a symposium on MHH. The cross-cutting nature of this theme calls for the mobilization of all actors in West and Central Africa to unite and intensify their work in the field of MHH by designing, implementing, and evaluating holistic and multisectoral interventions.

Scope of work: (Description of services, activities, or outputs) :

  • Contribute to the design and finalization of the agenda: identification of key topics, choice of line-formats, and organization of the different sessions (thematic sessions, plenary sessions, and exhibition) in order to achieve the desired results.
  • Contribute to the identification and selection of speakers and participants
  • Contact and liaise with presenters to ensure they are adequately prepared
  • Participate in the development of templates/guides for the presentations and communications
  • Collect and participate in the proofreading/review and adjustment of the contributions of the different speakers
  • Liaise and coordinate with the agency in charge of managing the conference hosting (online platform and website) in order to guide the integration and presentation of the contents before, during, and after the symposium.
  • Coordinate all technical and logistic preparations in connection with the online platform before and during the symposium
  • Assist in producing workshop documentation (including communication documents) and drafting symposium synopsis
  • Coordinate note-taking during the different sessions and the production of the final report,
  • Produce final report and summary brief of the symposium

Delivery dates and how work will be delivered (e.g. electronic, hard copy, etc.) :

A schedule will be shared with the consultant as soon as he/she is hired. The main deadlines are: 

  • Inception report and work plan with timelines – 2 March
  • Finalization of agenda (internal): 15 March
  • Save the dates sent: 28 March
  • Confirmation of speakers: 15 April
  • Deadline for templates and other assets produced for symposium speakers and conferences: 15 April
  • Invitations and other communications assets sent: 30th April
  • Online platform conference hosting established: 5th May
  • Review and finalization of all presentations (for all sessions, including plenary, exhibitions, special interest sessions, etc.): 14 May
  • The final report in French and in English: 9th June
  • Summary brief of a symposium in French and English: 15th June

Monitoring and progress control, including reporting requirements, periodicity format, and deadline :

Ongoing with weekly briefing and progress report at the end of each week.

Inputs/services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable :

  • Orientation session with the consultant regarding the terms of reference and timelines.
  • Facilitation of interactions with countries and partners.
  • Weekly follow-up on the progress of activities.
  • Any other request expressed by the consultant and related to the consulting mission.

Supervisory arrangements :

The Consultant will report to the Maternal Health Advisor and the RMNCAH Program Specialist of the Women Reproductive Health (WRH) Unit and will have regular interaction with the UN partner agencies, especially UNICEF, which is co-lead in the organization of the symposium and the Interagency Focal Point for the French Muskoka Fund.

Required expertise, qualifications, and competencies, including language requirements :

  • University degree in public health, demography, social sciences, management or project management, or a related subject
  • Minimum 5 years of professional experience in the international development field, with good knowledge of development issues and current donor and sectoral trends, especially in the fields of gender equality, human rights, public policies, advocacy &communication.
  • Previous experience coordinating and organizing large events (workshops, conferences, symposiums) is essential.
  • Knowledge of the issue of menstrual health and hygiene and of the different stakeholders in the context of West and Central Africa is desirable.
  • Strong analytical and organizational skills.
  • Ability to plan, liaise and facilitate interaction among different groups.

Language :

Strong verbal and written communication skills in French and English.
