OBJECTIVES OF THE PROGRAMME

The Budget Coordination and Grant Management Unit is one of three units in the Department of Planning, Resource Coordination and Performance Monitoring (PRP). PRP's mandate is to enable the implementation of an efficient and effective results-based management framework in support of WHO's global health mandate through the development of Organization-wide policies, systems, tools and services. The Budget Coordination and Grant Management Unit focuses on development and management of the budget, manages end-to-end grant management process and coordinates effective resource allocation efforts across WHO, taking a unified budget and results-based approach. It deals with WHO-wide agreements and works closely with the Comptroller, Directors of Administration and Finance, Assistant Directors-General/Directors of Programme Management in HQ and regional offices, to:

1) develop a long-term strategic approach to guarantee adequate distribution of financial resources for the Organization.

2) coordinate projected resource requirements and gaps Organization-wide.

3) ensure the strategic and optimal use of different sources of funds.

4) ensure a more consistent and coherent organizational approach to the full grant management cycle from conception to completion to further improve WHO's credibility, transparency and efficiency. It is responsible for production of reports of high quality for different audiences for resource allocation and budgeting purposes.

DESCRIPTION OF DUTIES

Under the supervision of Unit Head, BCG, the Budget and Resources Management Officer will:

  • Contribute to strategic Programme budget development and its operationalization.
  • Support Unit Head in coordination of organization-wide grants management through:optimization and constant improvement of grant management end-to-end in WHO,establishing organization-wide process and procedures for grant management in coordination with relevant departments in HQ and regional offices,creating and coordinating an internal network of grant managers to enhance internal coordination of grant management.
  • For a corporate grants' portfolio under the responsibility, the incumbent will coordinate effective grant implementation, consistent application of grant management process and procedures across the Organization,regularly monitor grants implementation, provide timely and relevant data to stakeholders across all levels of the Organization to ensure timely implementation, promote corporate approach, and systematize internal communications, provide whenever necessary quality information to donors on grants implementation, manage timely quality reporting to donors.
  • Support Organization-wide effort in timely and equitable allocation of resources across all levels of WHO by serving in the Secretariat of the recently established Resource Allocation Committee (RAC), providing the Resource Allocation Committee with consistent information and analyses on the approved budget financing and implementation in support of the Committee's decision-making, guiding three level Output Delivery Teams in their decision-making on resource allocation across major offices; providing Output Delivery Teams with relevant information, analyses and advice.The relevant "GSM roles" for these functions are:--> GL budget specialist; --> Budget foundation specialist; --> Award manager - global;--> Award administrator.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in Management, Business Administration, Economics, Social Development, Social Sciences or other related fields.
Desirable: Additional university degree/training in public health; corporate management, IT, communication, international relations, development studies, etc.

Experience

Essential: At least seven years of progressively responsible professional experience at national or international level in the development and management of budget or grant management with two to three years' experience in large international or multinational organizations. Demonstrated exposure at the international level.
Desirable: Experience with WHO or other UN agencies in programme, planning, budget, grant management, resource management is desirable.

Skills

1. Thorough knowledge of principles and practices of resource allocation and management, cost control, programme budgeting and implementation in a results-based management framework.

2. Thorough knowledge of corporate donor environment and donor requirements, management of voluntary contributions, and corporate role of donor support.

3. Capacity to: --> express ideas clearly and concisely, both orally and in writing; --> interpret and explain financial principles, rules and regulations; --> analyse results, budgetary and financial data and recommend appropriate actions;--> communicate and cooperate in order to guide others in areas which may not be immediately familiar to them.Good working knowledge of WHO and/or UNfinancial and administrative rules and procedures. Familiarity with ERP package, such as Oracle an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5581 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
