Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The ‘Decent Jobs for Egypt’s Young People (DJEP) – Tackling the Challenge in Damietta’ project aims to create decent employment opportunities for young women and men in the governorate of Damietta.  The project started in April 2019 extending the most successful components of the ILO/Canada “Decent Jobs for Egypt’s Young People” Project to the governorate of Damietta. It implements entrepreneurship promotion and business skills development interventions as well as facilitate job matching processes. Moreover, the project will build the capacity of key stakeholders within government institutions, employers, trade unions and civil society organisation to implement effective and sustainable youth employment interventions. Gender and women’s empowerment as well as inclusion of people with disability will be cross-cutting areas of the project. The project builds on strong partnerships and aims to institutionalise ILO youth employment interventions with national entities to ensure sustainability.

Reporting Lines:

Under the direct supervision of the National Project Coordinator and the overall guidance of the DWT/CO-Cairo Director, the official should perform the following tasks:

Description of Duties

  • Provide advice on analysis of economic and labour market trends in Damietta communities in order to help implement interventions for enterprise and skills development
  • Facilitate the effective participation of employers’ organisations and trade unions in enterprise and skills development initiatives and programmes and local economic development opportunities.
  • Support efforts to develop information databases covering programme activities; prepare periodic and ad hoc reports on the implementation status
  • Provide inputs, advice and lead capacity building measures for local partners including training providers, Business Development Services providers and social partners.
  • Support the effective monitoring and evaluation of project interventions and undertake periodic monitoring and evaluation of project interventions at project field sites and provide progress reports
  • Support the design and regular update of the project work plan, both from a Results Based Management and a financial perspective; alert and provide recommendations on delays and areas of criticality.
  • Prepare terms of references for consultants and participate in sourcing and evaluation of local service providers/consultants as appropriate.
  • Participate in and as appropriate, lead the organization of conferences, seminars, workshops, training sessions and other project events
  • Perform any other duties as assigned by the Project Coordinator.

Required qualifications

Education

First level university degree in development, business management, social science, economics, labour, technical and vocational education or a related discipline/field.

Experience

  • One or two years of professional experience at the national level in the areas of enterprise and skills development with a focus on young people in local communities, project design, management and implementation.
  • Familiarity with ILO policies, technical programmes and procedures, including experience working with the United Nations, Ministries of Labour, Education, Trade or other government Ministries Departments and Agencies, would be an added advantage, as would experience working in Damietta Governorate.

Languages

Excellent knowledge of English and good command of Arabic.

⦁    Good knowledge of ILO programme and budget, project formulation and evaluation techniques and practices as well as good knowledge of ILO Social Partners.
