Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

“Employment for Youth in Egypt (EYE): Providing A Reason to Stay” Project started in December 2017 for 54 months as a joint effort of ILO, UNIDO, UNDP, and its government counterpart Ministry of Trade and Industry. The project aims to improve economic security of young women and men in Qalyoubia and Menoufia, particularly targeting vulnerable groups who are at risk of irregular migration. The project will focus on two main pillars:

(i) Reduction of economic vulnerability of young women and men in migration-prone areas, in Qalyoubia and Menoufia, through better and greater decent jobs opportunities.

(ii) Enhance local communities through the active participation and engagement of young women and men in their communities, and ensure youth better understand their potential and play active role in their society.

Reporting Lines:

Under the direct supervision of the National Project Coordinator and the overall guidance of the DWT/Cairo Director, the official should perform the following tasks:

Duties and Responsibilities

1.    Assist in coordination with UN partners, to develop and implement a comprehensive Monitoring and Evaluation Strategy.
2.    Assist the project team and implementing partners/subcontractors to design, implement and maintain the M&E system and tools.
3.    Develop baseline data for each project component and for all project indicators.
4.    In coordination with the National Project Coordinator, conduct regular field visits to monitor the progress and achievements of activities implemented and the quality of services delivered against the indicators.
5.    Support the project team and subcontractors in setting criteria for the selection of beneficiaries, and assure good monitoring of delivery against these criteria.
6.    Conduct regular evaluations of implementing partners/sub-contractors performance and delivery.
7.    Develop and maintain a data base and capture monitoring data to measure achievement and support midterm and final evaluations.
8.    Check data quality with partners.
9.    Assist in the implementation of the project’s mid-term review and final evaluation.
10.    Provide inputs, information and statistics for quarterly, annual and other reports to Project Management committees.
11.    In coordination with UN partners, consolidate project’s monthly calendar of activities.
12.    Develop project beneficiaries’ database and ensure its regular updates with project partners.
13.    Perform other duties as assigned by the supervisor

Required qualifications

Education

Completion of secondary school education, supplemented by technical courses in monitoring and evaluation or relevant field.

Experience

Five years of experience in the field of monitoring and evaluation. Good knowledge of project’s implementation, monitoring and evaluation techniques and practices.

Languages

Excellent knowledge of English and Good command of Arabic.

⦁    Ability to build on relevant knowledge within and outside the ILO as well as actively share her/his experience and expertise with colleagues and partners.

⦁    Ability to work under time pressure and meet deadlines.
⦁    Ability to work in diversified environments.
⦁    Good communication skills both orally and in writing.
⦁    Ability to obtain services from other work units inside or outside the office for completion of tasks.

Candidates assessed by the Panel and considered eligible for appointment but who are not selected for this vacant post may be offered an assignment to another position at the same or lower grade provided that they meet the minimum qualifications required.
