Objectives of the Programme

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

Purpose of the Position

The mission of WHO’s Emergency Preparedness Response Programme (EPR) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. Technical Officer - Health Emergency Information and Risk Assessment (HIR) products will support the development of high quality health emergency information products and advocacy materials, support systematic documentation of response to and best practices in the management of health emergencies through interim and final outbreak reports, contribute to writing scientific articles and other publications, and build capacity in the area of health emergency information at country office level through development of norms, standards, and SOPs; and providing guidance, mentorship and conducting training. The incumbent will be deployed to emergencies when required.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected)

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to needs:

Development of health emergency information products:

· Review the package of HIR information products and make suggestions to improve the content and quality of these information products;

· Draft and finalize key health emergency information products, including the weekly bulletin, DONs, etc.

· Develop external situation reports on major public health emergencies occurring in the region;

· Provide technical support to countries in the development of outbreak interim/final reports through development of guidance and capacity building

· Develop scientific articles on selected outbreaks and other public health emergencies reported by Member States to the Regional Office;

· Contribute to the development of public health emergencies infographics in close collaboration with the infographists and subject matter experts;

· Contribute to development of the HIR reports on public health emergencies in the region;

· Coordinate the development and regular updates of the HIR component of EPR website in close collaboration with the communication team

· Contribute to resource mobilization for the Programme through developing proposals and advocacy materials;

· Contribute to the development of best practices and success stories pertaining to the management of health emergencies in the region.

Capacity building on health emergency information and outbreak response documentation

· Strengthen the capacity of Member States and WHO staff in developing health emergency information products, documenting response to outbreaks as well as best practices;

· Contribute to the development of norms and standards related to health emergency information and systematic documentation of response to outbreaks and other public health emergencies. Health Emergencies profiles

· Contribute to the development a guidance document on the preparation of Health Emergencies Profiles;

· Contribute to the development of Health emergencies profiles which include but not limited to disease profile, country and regional health emergencies profiles;

· Contribute to the development of high quality advocacy materials regarding the work EPR in health emergencies.

Proposal writing and collaboration

· Contribute to the development of proposals and resource mobilization efforts to ensure that adequate resources are available to strengthen health emergency information systems. Other responsibilities Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential

Degree in medicine, pharmacy, veterinary science, or a related discipline.,

Desirable

A postgraduate degree in Epidemiology or Public Health or PhD in public health, epidemiology or related fields will be an advantage.

Experience

Essential

At least five years’ experience in epidemiology, public health, or related field.

Knowledge of epidemic surveillance or public health crisis at the national and international levels.

Desirable

Field experience in epidemiology, surveillance and/or control of acute public health events experience in resource limited countries; experience of working with event-based surveillance; good understanding in inter-agency collaboration or in WHO, UN, UN Agencies or other international organizations. In-service training in field epidemiology such as Field Epidemiology (and Laboratory) Training Programmes (FELTP), the European Program for Intervention Epidemiology Training (EPIET), the CDC Epidemic Intelligence Service programme, or equivalent experience.

Functional Knowledge and Skills

- Excellent presentation and communication skills, with emphasis on writing skills. Sound analytical and organizational skills.

- Extensive writing and communications experience.

- Excellent writing skills in English in a variety of styles and under tight deadline pressure; Ability to develop messaging and positioning for an international organization; Demonstrated networking skills, excellent interpersonal skills, ability to multitask, ability to prioritize competing priorities; Thorough understanding of public health and international development issues, and has the ability to quickly understand, process and communicate about new public health information; Ability to write in a variety of styles. Proven ability to plan, execute, collaborate and work independently.

- Ability to analyse epidemiological data using epidemiological packages such as R, State, SPSS and others.

- Demonstrated knowledge of surveillance issues and emerging diseases in international context. Proven ability to work and produce results under pressure in critical situations.

-Demonstrated ability to interact in complex situations, involving technical, cultural and political elements. Tact, diplomacy and courtesy.

  • Excellent knowledge of English or French
  • Working knowledge of Portuguese would be an asset.

REMUNERATION

WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 62,120 US Dollars (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
