CHAI, in partnership with its India affiliate the William J Clinton Foundation (WJCF), has been working in India since 2004 in partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) both at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF/CHAI work across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer, health financing and immunization. Additionally, WJCF/CHAI are supporting the government of Madhya Pradesh (MP) on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anemia, diarrhea and pneumonia, and helping increase access to quality Family Planning services.

 

Sexual and Reproductive Health (SRH) Program

 

Each year, an estimated 45,000 women die in India due to complications of pregnancy and childbirth, representing a mortality ratio of 174 maternal deaths per 100,000 live births. This is in part due to the burden of unintended pregnancies and unsafe abortions. India sees a high unmet need for contraception. Only 49% of married women use a modern contraceptive, and 13% of married women have an unmet need for family planning. Sterilization has dominated the method mix in India, with 77% of contraceptive users sterilized. The low utilization levels of spacing methods in particular contribute to high rates of unwanted pregnancy and, consequently, unsafe abortions.

 

In 2018, CHAI initiated a sexual and reproductive health (SRH) program in India to improve access to SRH services and particularly long-acting reversible contraceptives (LARCs) in Madhya Pradesh. Through a focused approach in addressing supply chain infirmities, building capacity of health workers, and developing and implementing successful demand generation activities for field level workers, WJCF/CHAI supported significant increases in SRH service utilization and availability. In 2021, CHAI will focus on strengthening government systems and capabilities to sustain gains and continue to make progress toward greater SRH access. Specifically, CHAI will focus on strengthening human resource management and training systems, building the capabilities and tools for the state to support scale-up of critical interventions demonstrated in the four target districts, and transitioning successful supply chain interventions for all 52 districts.

 

The Surgo Foundation and the Clinton Health Access Initiative (CHAI) are partnering to address a critical gap in consumer-side data for sexual and reproductive health services in Madhya Pradesh. With the ultimate objective of increasing the uptake of long-acting reversible contraceptives, the two organizations are working to understand current care-seeking pathways for family planning and the underlying drivers of these behaviors. In a two-phased approach, the teams first facilitated a population-level study across MP and are now working to translate study insights into scalable pilot interventions in high-need districts, including initiating a digital communications pilot to evaluate whether a chatbot can shift people’s knowledge and perceptions in a way that drives their intention to use sexual and reproductive health services. The objective now is to use the study findings and experiences from pilot to help governments and development partners to create more targeted, effective ways of encouraging and supporting SRH behaviours related decisions in Madhya Pradesh and elsewhere.

 

Role

 

The India SRH program is looking for a Manager who can shoulder the dual responsibilities of working closely with senior leadership on project strategy and contributing to the program's deliverables. CHAI seeks a highly motivated, entrepreneurial individual with outstanding analytical skills, problem-solving ability and communication skills. The Manager must be able to function independently, be comfortable working and coordinating the operations of cross-functional teams, be flexible, and have a strong commitment to excellence. Responsibilities

Program Management & Coordination

  • Lead communications and relationship engagement with Surgo and CHAI SRH management and teams
  • Manage, lead, supervise and oversee the other Surgo supported team comprising of an analyst and field officer
  • Engage with government, CHAI SRH teams, leading SRH organizations to maintain ongoing understanding of current program goals, strategies and implementation status
  • Undertake end-to-end grant management including: design, budget development, planning, execution, and reporting
  • Lead dissemination of findings with government and other stakeholders with CHAI leadership
  • Support the drafting of technical narratives, publications, and other dissemination products 

Intervention Design and Implementation

  • Support in insight generation and map out a portfolio of potential intervention ideas to test
  • Design data-driven interventions– conduct rigorous background research, stakeholder consultations, lead comprehensive design process, develop programs and metrics, etc. that are in line with Surgo and other partner’s strategy
  • Draft field operation plans, training modules, discussion guides, research protocols and any other such documents for pilot interventions and accompanying studies
  • Identify and support in contracting implementation partners/third party data collection agencies and manage the relationships on a day-to-day basis
  • Lead team(s) to implement individual pilot interventions through day-to-day coordination, analysis and review of data, field visits, and problem solving
  • Provide technical and managerial support to teams on the ground
  • Design approaches to generate evidence on impact of pilot interventions and capture key lessons learnt 

Strategy and Growth

  • Develop compelling stories and presentations summarizing our work for a variety of audiences and seek opportunities to disseminate knowledge, key learnings, and products
  • Develop and implement communications plan - draft key documents, reports, presentations, and other communications materials for a variety of purposes and audiences, summarizing developments and recommendations for program areas and external partners
  • Devise holistic strategy for scale-up – synthesize pilot outcomes, impact achieved and lessons learnt, conduct feasibility assessments, scope for right channels for scale-up and draft operational plans
  • Support development of a fund-raising plan to secure opportunities for broader scale-up and impact- engage in high-quality interactions with governments and donors to represent organisation's vision and pitch our tools, approaches and interventions
  • Other responsibilities as needed
Qualifications
  • 10-12 years of experience in program management and leading operations in health products/ services related marketing at the National and State level. Bachelor’s in Economics/Business, Bachelor of Technology or Other Quantitative Subjects, MBA or a Masters’ Degree in Other Quantitative Disciplines
  • Exceptional strategic development skills, ability to identify and pursue high-impact strategies in complex, uncertain and evolving environments
  • Ability to lead small project teams on diverse set of projects
  • Exceptional analytical (quantitative and qualitative) and skills with the ability to effectively communicate (orally and in written form) and to tailor communication to a variety of audiences
  • Ability to engage and extensively support the demand generation and awareness activities in the community. Prior experience of designing and managing a large- scale digital marketing campaign in either public or private sector is required
  • Ability to absorb and synthesize a broad range of information, including technical information, and to prepare compelling presentations and reports
  • Ability to design technology driven interventions for sustainability and scalability in Madhya Pradesh and other states
  • Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities
  • Strong desire to work in a fast-paced, limited-structure, high-pressure, multicultural environment
  • High level of proficiency in Microsoft Excel, PowerPoint and Word
  • Fluency in English & Hindi
