Projects supporting COVID-19 global efforts will be different in nature and length which in turn reflect on the opportunities that might be full-time or part-time. Also with the current travel restrictions in some areas of the world, some of the opportunities might be home-based while others will require physical presence in the project implementation site.

In light of the COVID-19 emergency situation and in order to support projects originated by this emergency, we are looking for a qualified Pharmaceutical Expert based in Chad.

Functional Responsibilities

The Pharmaceutical Expert will be responsible for the following tasks: 

Quality Assurance

  • Develop and maintain the Quality Assurance standards and systems throughout the supply chain.

  • Review the technical specifications and advice suitable modifications for a better quality product and at the same time allowing maximum competition.

  • Review quality documentation, produce product quality reviews, contribute to preventative actions, review and approve batch manufacturing and packaging documentation, perform audits.

  • Coordinate with suppliers for the timely readiness of goods for the pre-dispatch inspection and sampling to initiate the timely delivery as per the delivery schedule mentioned in the contract.

  • Implement methods and procedures for inspecting, testing, and evaluating the precision and accuracy of products and production equipment.

  • Review the Long term Agreements (LTAs) for the timely availability of such services.

  • Provide QA complaint handling and assist the procurement unit in event of product action/recall.

  • Ensure efficient support in the Bid Solicitation & Evaluation process.

  • Provide technical inputs for the finalization of technical specifications.

  • Provide necessary technical support for various bid evaluations as Technical Expert to the bid     evaluation team

  • Supportin the preparation and issuance of  various EOIs, RFPs and RFQs for the selection of medical equipment
  • Guide and train staff engaged in the quality assurance/control activities in the procurement process.
Procurement:
  • Ensure that all pharmaceuticals are purchased.

  • Maintain safeguard pre-qualification projects for health commodities.

  • Provide technical support on specifications, cost implications and logistics for safe delivery both internationally and nationally.

  • Develop knowledge and monitor the commodity market for the goods and services, in the area of responsibility, and be able to identify and select potential vendors.

  • Analyze specific procurement requirements and liaise with the procurement team on related procurement strategies.

  • Support the procurement team in the issuance of invitations to bid, requests for quotations and requests for proposals.

  • Contribute in evaluation and serve as a technical expert in the evaluation committees  to ensure technical compliance with UNOPS needs and cost effective purchase of goods and services.

  • Ensure that goods and services are procured  at the best value, ensuring reliability of sources, 

  • Ensure that goods and services are provided according to client needs with lead times that meet or exceed industry norms.

  • Ensure that all procurement actions are conducted as required by UNOPS according to UNOPS Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics.

  • Update standard operating procedures to ensure best practices.

  • Perform other program related duties as may be assigned by the supervisor.

Monitoring and Progress Controls

  • Prepare weekly & monthly progress reports: progress of works based on the established schedules and plans, encountered problems, solutions, planning of activities for the following week, etc.

  • Consolidated monthly/quarterly progress reports

  • Prepare and maintain an inventory list of medical equipment

  • Prepare operational and maintenance plans for all medical equipment

Final Product

  • Prepare an accurate inventory list of all medical equipment

  • Complete operational and maintenance plans for all medical equipment

Education

  • Advanced University (Master's) Degree in Pharmacy, Medicine or related field is required.

  • A Bachelor degree combined with 2 additional years of relevant professional experience may be accepted in lieu of the advanced university degree.

Experience

  • Five years (or more based on academic credentials) of progressive experience in the pharmaceutical field is required.

  • Experience in the maintenance and the acquisition of health medical equipment is an asset

  • Experience of successfully working with a variety of health sector stakeholders, particularly governments and development partners is an asset

  • Experience working in developing countries is an asset  

  • Proficiency with computers in particular AutoCAD, and other related software related to the positions field of expertise is highly desirable

  • Professional membership of certified associations is preferential 
  • Experience working with developing nations and/or large global donors such as Global Fund, USAID, World Bank, etc. is an advantage

Languages

  • Full working knowledge of French is required

  • Knowledge of English is a strong asset
