Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is initiating implementation of a project entitled “Sustainable cropland and forest management in priority agro-ecosystems of Myanmar” in coordination with the Ministry of Natural Resources and Environmental Conservation (MoNREC) and the Ministry of Agriculture, Livestock, and Irrigation (MoALI) with funding from the Global Environment Facility (GEF). The project aims to facilitate and strengthen sustainable land management (SLM), sustainable forest management (SFM), and climate-smart agriculture (CSA).

Reporting Lines

Under the overall supervision and guidance of FAO Representative in Myanmar, direct supervision of Senior Technical Advisor and Assistant FAOR (Programme), in close collaboration and consultation with International Consultant, Programme Officer, National Technical Coordinator, and project’s other technical specialists and implementation partners.

Overall responsibilities:

The objective is to review the ES-DFMP guidance documents (Planning and Implementation Manuals and ESFM training manual prepared by ECCDI), and reformulate a draft ES DFMP for the project pilot areas in close collaboration with International consultant
• Proactive joint leadership in collaboration with international consultant and the Senior Technical Advisor of all aspects related to coordination, delivery, and reporting for Component 3 of the project: “Models for Sustainable Forest Management (SFM) practices demonstrated and enhancing carbon storage in three priority agro-ecosystems.”
• Assess existing capacities and HR resources available at district level for implementing ES-DFMP based on prior work done by NC
• Merge ES DFMP Planning and Implementation manuals into a concise and practical/operational handbook not only on the “What” should be included in the new ES-DFMP but also “How” it will be included.
• Ensure broader environmental first in hand book then in ESDFMP (especially hydrology, biodiversity, micro-climate, soil retention, etc., ecosystem services, incorporation of REDD guidance) and social benefits, including on community forestry or trees on farms, agro-forestry, silvopastoral systems.
• Design some training material/curriculum using the handbook for FD staff to be able to prepare in each district a ES-DFMP
• Establish a monitoring system with good and realistic linkages to the objectives which will be included in the ES-DFMP.
• Ensure that the indicators can be monitored on a regular basis by FD staff in a costly efficient manner
• Guide the National consultant for a plan to scale up in 65 districts training for the ES_DFMP preparation..
• Provide comments on the participatory mapping of FD land under agricultural and other land uses in pilot district , and with non-FD land users/managers; Customary land tenure management; analysis of local institutional/organisational basis for community forestry or community protected/conservation areas
• Provide other related inputs and deliverables as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Graduate of an accredited university or similar institution of higher education in forestry or related field.
• At least 10 years of relevant experience.
• Fluency in spoken and written Myanmar/ Burmese and English.
• Myanmar Nationality

Selection Criteria


• Expertise in district forest management, including experience with extension services, facilitation of adoption of novel approaches, and integration with Sustainable Forest Management.
• Experience engaging with diverse stakeholders, from land users to ministerial staff.
• Extent of relevant experience with internationally funded projects.
• Extent of experience integrating sustainable forestry and community-based management of natural resources.
• Experience in international, geographically dispersed, and inter-disciplinary teams.
• Familiarity and experience with GEF-funded projects.
• Experience estimating and measuring climate-change mitigation (CCM) benefits from Sustainable Forest Management
• Prior preparation and submission of written reports for an international developmental agency, a governmental department, or a major NGO.
• Proficiency in MS Office.
• Willingness and ability to travel to remote, rural locations, Team player

Additional Selection Criteria


• Relevant advanced degree.
• Experience with Farmer Field Schools and other developmental approaches that emphasize resilient livelihoods.
• Relevant experience with UN agencies, especially FAO.
