ORGANIZATIONAL CONTEXT

WFP in Pakistan is looking for a candidate to provide leadership in the development and implementation of policies under the Country Strategic Plan (CSP) that effectively meet food system needs, with specific focus on relief, recovery, livelihood activities, emergency preparedness, climate change adaptation and community-based disaster risk management (CBDRM).

JOB PURPOSE

The purpose of the role is to provide operational leadership and policy-level leadership in areas related to Relief, Resilience, Livelihoods, Emergency Preparedness, Climate change adaptation, and Community Based Disaster Risk Management (CBDRM) to the WFP Pakistan office in Khyber Pakhtunkhwa (Peshawar) and to  contribute strategically to the development and implementation of these programmes in support of the WFP Pakistan Country Office CSP in alignment with the provincial government priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of the Khyber Pakhtunkhwa Office in Peshawar, with technical supervision from the WFP Country Office in Islamabad, the candidate will have the following responsibilities:

  • Engage the provincial government at senior level to conduct policy dialogues, identifying key counterparts for in-depth policy discussions and mainstreaming WFP’s strategy in the ex-FATA region into the government’s fiscal planning process through an effective advocacy and convenorship role.
  • Develop and implement programmes focusing on relief and recovery activities in line with WFP policies, guidelines, Executive Board decisions, and directives.
  • Develop and implement Livelihood, Food Assistance for Assets (FFA), Food for Training (FFT) Programmes, and Emergency Preparedness in line with WFP’s policies, guidelines, Executive Board Decisions, and directives.
  • Develop and operationalize implementation of Climate change adaptation and CBDRM projects in line with WFP’s policies, guidelines, Executive Board Decisions, and directives.
  • Ensure operational alignment with humanitarian – development – peace outcomes (triple-nexus)
  • Develop eficient and sustainable programmes with short, medium- and long-term outcomes that align with the objectives of the Sustainable Development Goals (SDG).
  • Provide support to integrate activities with Seasonal Livelihood Programming, including linkages with Productive Safety Net (PSN), Shock Responsive Safety Net (SRSN) programmes and/or peace and stabilization initiatives.
  • Supporting WFP’s engagement in the Food System Summit and follow-up activities at the Provincial level.
  • Coordinate with internal and external partners to establish transparent, accurate, and ethical targeting and beneficiary selection, fully in accordance with WFP’s corporate beneficiary management procedures (SCOPE), and triangulation of data, to ensure the most vulnerable are assisted.
  • Coordinate with internal partners to ensure timely implementation in line with needs on the ground and corporate guidelines.
  • Engage, maintain and strengthen upstream policy dialogue to build/support government capacity to plan coordinate, implement, monitor and evaluation of programmes in a devolved environment.
  • Provide advice and support to Provincial Offices (PO) on complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.

  • Develop relevant programme guidance, incl. SOP’s, and implementation modalities and operations, to ensure a clear and strong connection between CO, PO and field operations.
  • Provide technical advice or mobilize technical expertise on programme and policy issues including relief, resilience, climate change, livelihood (FFA/T), integrated natural resource management, emergency preparedness and CBDRM in order to support government efforts in these areas. 
  • Assist counterparts in governments and other partners in identifying where relevant programmes can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of complex development programmes to strengthen government and community ownership at national and sub-national levels.
  • Establish and maintain operational and strategic partnerships for collaborative approaches and initiatives that improve assistance packages and support advocacy work. 
  • Improve WFP’s leadership status in forums relating to food security, livelihoods, resilience, climate change adaptation, CBDRM and engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials. 
  • Manage operational research and evidence building on relevant issues.
  • Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use. 
  • Contribute to resources mobilization efforts for WFP portfolio projects.
  • Advise and support the development of functional training to enhance the capacity of WFP staff and partner to design and deliver effective assistance. 
  • Lead, motivate and develop a team of staff to enable high performance. 
  • Ensure the best use of assigned financial resources for achievement of set objectives within the budget.

STANDARD MINIMUM QUALIFICATIONS

Education:

Master’s Degree or PhD in Climate Change, Environmental Science, Environmental Engineering, Disaster Management, Sustainable Development, Social Protection, Economics, Agriculture, Water resource management or other field relevant to international development assistance in the area of Resilience.

 

Experience:

Minimum of 7 years’ experience working in Relief, Resilience, Livelihoods (including Food Assistance For Assets and Food for Training), Climate Change, and Community Based Disaster Risk Management at both policy and implementation level.

 

Language:

 

Fluency (level C) in English language, Urdu, and other local languages

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Knowledge and experience of Seasonal Livelihood Programming (SLP).
  • Knowledge and experience of social safety nets.
  • Experience in development and operationalization of programmes and policies.
  • Led a programme team or a component of a country office programme portfolio in the relevant area.
  • Demonstrable knowledge of WFP corporate policies, guidelines, Executive Board decisions and directives related to Relief, Resilience, Livelihoods (including Food for Assets), Climate Change, and Community Based Disaster Risk Management.
  • Well versed with government priorities for the ex-FATA region, having followed closely the needs and requirements of the reform agenda of the government.
  • Complete understanding of the humanitarian recovery and development needs of Newly Merged Districts (NMDs) having demonstrated knowledge of and expertise in implementing community-based programmes in greater integration with government, UN and other partners. 
  • In-depth knowledge of, and extensive experience in working in coordination with relevant Government ministries including Ministry of Planning, Development & Reform, Ministry of Food Security, Ministry of Climate Change, Economic Affairs Division of Finance Ministry, departments and authorities including NDMA, PDMAs, and Provincial Line Departments. 
  • Demonstrable knowledge of relevant government national and provincial legislation, policies and priorities.
  • Strong inter-personal and communication skills, particularly in relation to coordinating and working collaboratively with diverse groups of partners, in particular Government, and UN agencies to develop effective strategic partnerships.
  • Strong evidence of having conceived, designed and implemented programmes together with the government and UN counterparts under an institutionalized arrangement, generating long-term impact on the local communities 
  • A sound understanding of the Sustainable Development Goals (SDG) framework.
  • High standard of writing skills for the preparation of all internal and external documents.
