STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least 5 years of postgraduate progressively responsible professional experience (both in the field and Headquarters) in nutrition, public health management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food security and nutrition assistance;
Language: Fluency in English language and the duty station’s language, if different.

The job holder reports to the Deputy Country Director and is typically involved in programme or policy activities or of a similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Supervise and manage all activities at Nchelenge Field Office and Mantapala Refugee Settlement and ensure a smooth flow of communication and information between WFP team in Nchelenge and the Country Office.
  2. Liaise with local authorities, NGOs, UN agencies and ensure effective coordination of activities including coordination and monitoring of distributions to refugees.
  3. Supervise the implementation of assistance promoting food and nutrition security.
  4. Execute regular monitoring plans per CO-level monitoring schedule and tools, report on monitoring data and organize field missions as well as participate in coordination meetings supporting CBT actors.
  5. Provide monthly updates on refugee in-flows, cash distribution status and other food security related situation reports.
  6. In liaison with the Zambia Country Office in Lusaka and extension staff from the Government and NGO partners, supervise training to smallholders in Post-Harvest Handling and Storage (PHHS) and facilitating access to appropriate hermetic sealed storage solutions.
  7. Supervise staff tasked to build capacity of agrodealers and establish an efficient private sector led distribution network for PHHS equipment in districts where projects will be implemented.
  8. Supervise provision of technical support to Government (MoA) and partners at field level in backstopping trainings for smallholders in production of drought tolerant value chains, post-harvest loss management, access and appropriate use of hermetic storage technologies such as Purdue Improved Crop Storage (PICS) bags.
  9. Coordinate technical assessments for the rural financial services such as credit and savings and provide linkage to the village savings and loans associations.
  10. Support partnerships, coordinate and monitor the development of rural finance financial services such savings and credit activities with cooperating partners.
  11. Support the incorporation of social behavioral change communication (SBCC) for nutrition across all activities.
  12. Support business development for the processing of nutritious foods.
  13. Perform other duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience in field operations, preferably in a hardship duty station.
  • Has field experience via field rotations or working in a sub-office, and through field postings.
  • Gained experience of analyzing political situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.
  • Gained broader exposure across areas within a function (i.e. policy, programme etc.)
  • Participated in a vendor/government/ partner negotiation in support of broad function or Country Office requirements.
  • Participated in a moderately complex emergency operation/ development programme.
