JOB PURPOSE

To coordinate and perform monitoring and reporting activities for Livelihoods programming within the designated northern Lebanon area, and support the delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Livelihoods Program Associate, the incumbent will perform the following tasks:


•    Support the planning of the Livelihoods program and follow up on the quality of field implementation, in close collaboration with implementing partners:
o  Support the assessment of needs and identification of potential projects by supporting the LH associate in conducting meetings with key stakeholders; plan and carry out gender and conflict sensitive FGDs.
o    Participant outreach ensure outreach processes are conducted according to guidelines; 
o    Field visits: Conduct at least one field visit per project site per month to follow-up on timely implementation as well as project quality; Update weekly the project visits schedule and the monthly work plan in close dialogue with the LH associate and team.
•    Proactively identify and report on relevant events regarding project implementation, participant-related issues and other related issues; 
o    Share with the LH associate important updates, findings and recommendations for follow-up based on project visits
o    Share project findings and recommendations with CP field staff 
o    Draft CP visit reports for the LH associate that document challenges, progress and improvements in implementation.
•    Supervise the efficient distribution of ecards at the sites and provide feedback to Field Officers and others on the distribution; 

o    Payments for participants: Track and follow-up on CPs timely submission of service lists, scanned attendance sheets, electronic attendance sheets and payment lists; conduct spot checks on submitted attendance sheets compared to payment lists and follow up directly with database manager and CPs if irregularities are detected; flag any recurring issues with CPs’ payment/service lists and attendance sheets to LH PPO. 
•    Participate in recurring meetings with community-level stakeholders and implementing partners on relevant issues; 
•    Assist in implementing the plan of action, reviewing achievement and constraints and providing feedback; 
o    Project reporting review: Support the clearance of CPs’ progress and bimonthly narrative reports; Follow-up closely on outputs achieved vs. workplans and planned achievement.
•    Assist the LH associate and partners in encouraging women’s skills development and asset creation activities; and in sensitizing public opinion on gender issues and gender focused activities; 
•    Perform other related duties as required


OTHER SPECIFIC JOB REQUIREMENTS: 
•    Capacity to work on data clean up and analysis with minimum supervision. Independent and proactive approach to conducting field visits and providing on-the-spot advice and capacity building of partners on day-to-day implementation.
 

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A University degree in Business, Social or Biological/Health Science or other relevant field is a plus.

Experience: : Four (4) or more years of progressively responsible work experience in the relative business stream with experience in general administrative work, with at least two (2) years of experience in the Livelihoods sector, SMEs, agricultural or environmental field or other related fields. 

Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French is an advantage.
 

DESIRED SKILLS AND KNOWLEDGE

  • Has experience collecting program output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
  • Has experience utilizing WFP monitoring and evaluation systems and standards.
