The United Nations World Food Programme (WFP) has been presented in Myanmar since 1994 and is now focusing on helping the Government reach its national Zero Hunger Challenge by 2025. WFP’s work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets.

ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. 

The Myanmar CSP 2018-2022 approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the three Strategic Outcomes.


Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking the resources used for implementing the activities to the results achieved.
The three strategic outcomes are:
SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Lifesaving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence.
SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.
SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.

JOB PURPOSE

This job is located in WFP Myanmar office in Hpa-An.

Atthislevel,jobholdersareexpectedtodemonstrateresponsibilityandinitiative to respond independently to various queries with only general guidance.Thereis a requirement to use judgment in dealing with unforeseenoperational problems on a daily basis. Job holders are expected to manage resourcesand coach and coordinate supportstaff.

The purpose of this job is to provide effective specialized support and technical analyses to policyand programme activities that effectively meet food assistanceneeds.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Field Office in Hpa-An, the Programme Associate will be responsible for, and not limited to, the following duties:

  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines;
  • Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures;
  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control;
  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders;
  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities;
  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance;
  • Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area;
  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility;
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines;
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis;
  • Updated programme activity database and tracking sheet, monthly M & E data, COMET data entry, CFM, the LEES and request approval for new inclusion and exclusion of beneficiaries as required;
  • Perform as Log focal to compile a regular and accurate report on programme activities as well as food stock positions, receipts, movements, losses and distribution data for the Sub-Office;
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of secondary school education plus Universary degree in the related functional area.

Knowledge & Skills:

Knowledge of humanitarian assistance and development practice. Good understanding of providing effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

Preferably to have general knowledge of UN system policies, rules, regulations and procedures governing procurement administration. Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Language:

Fluency in both oral and written in English and Myanmar. The ability to communicate in local ethnic language will be an added advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least five years of progressively responsible experience, of which at least one year was closely related to programme functions. Experience in following areas is an advantage.

  • Has worked with technical teams (i.e. nutrition, VAM, etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
