OBJECTIVES OF THE PROGRAMME

The QNS Department sits within the Science Division. The overall mission of the Science Division is to harness the power of science and innovation in a systematic way, by ensuring the excellence, relevance and efficiency of WHO's core technical functions, including norms and standards (N&S) and research. Within this Division, the specific purpose of QNS is to provide support to the Technical Departments in close consultation with Regional Offices, by ensuring norms and standards are produced to a consistently high standard, in a timely way, driven by what Member States need, and designed and delivered to have a real impact on the health of people. Its mandate is structured around three key roles:

1. Ensure that all N&S products meet WHO highest quality standards by providing tailored, state of the art methodological support and guidance.

2. Support project teams developing N&S products by ensuring the utmost efficiency of the N&S process.

3. Secure maximum country impact by helping to develop fit for purpose N&S products.

4. Advance and ensure timely, peer-reviewed, and accessible scientific evidence and information, through the WHO Library and Digital Information Outreach, and the WHO Press.

The QNS Department is made up of 6 teams: Methods Quality, Process Efficiency, Product Impact, Library and Digital Information, the Office of the Publisher, and Governance and Review Services. Within the department, the Governance and Review Services Team is more specifically dedicated to the administration and general coordination of the WHO collaborating centres (WHO CCs) and WHO expert advisory panels and committees (EAP&Cs).

DESCRIPTION OF DUTIES

- Review draft proposals for (re)designation of WHO CCs to ensure compliance with corporate rules, policies and practices;

- Provide input to WHO departments on rules, policies and practices related to intellectual property rights, corporate branding and conflict of interests pertaining to WHO CCs that will ensure sound and compliant proposals for (re)designation of WHO CCs;

- Provide support to WHO departments on rules, policies and practices related to the management of EAP&Cs which will ensure that expert committee meetings are organized in accordance with the Regulations;

- Support the regional focal points for WHO CCs by providing input in specific cases of (re)designation of WHO CCs, providing them with appropriate training, coordinating global responses, etc;

- Support meetings of WHO CCs by providing presentations on rules, policies and practices, as well as best practices and lessons learnt;

- Participate in the new development of the electronic workflow systems for WHO CCs and EAP&Cs;

- Develop a register of WHO technical advisory groups;

- Providing input to WHO departments on rules and practices pertaining to these groups;

- Participate in training activities on WHO CCs rules, policies and procedures for WHO staff and develop supporting training materials;

- Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in law, political sciences, public health, or related field to position.
Desirable: Formal training on computer coding and/or developing training materials.

Experience

Essential: A minimum of 2 years of experience in compliance procedures associated with direct experience in supporting clients and providing training. Demonstrated experience at the international level.
Desirable: Experience in complex IT developments.

Skills

Proven knowledge of compliance procedures.

Specific knowledge of rules and policies pertaining to WHO CCs and EAP&C would be a strong advantage.

Thorough knowledge of administrative and management principles and practices, including programme planning.

Knowledge of evaluation methodologies would be an advantage.

Excellent oral and written communication skills including ability to communicate complex ideas and solutions and to share technical information with non-technical colleagues.

Service oriented attitude.

Ability to work closely in harmony with internal and external clients at all levels.

Comfortable with providing user training and support.

Excellent organizational skills and attention to details.

Capable of following up issues until completion.

Must be able to work on multiple tasks concurrently and autonomously manage time and prioritize work and devise creative solutions to difficult challenges.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 47,895 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3261 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
