Organizational Setting

The main aim of the FAO country offices, which are headed by a FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

GRASP (Growth for Rural Advancement and Sustainable Progress, Pakistan) is funded by the European Union and implemented by the International Trade Centre (ITC). GRASP aims to reduce poverty and enhance sustainable, inclusive economic growth in Pakistan by strengthening small-scale agribusinesses in Balochistan. To achieve this goal, the programme will support Micro, Small and Medium Enterprises (MSME’s) and agribusinesses in the horticulture and livestock sectors to become more competitive by making improvements at all levels of the value chain, including the enabling business and policy environment. GRASP aims to particularly enhance the engagement of rural women in agricultural production and value addition activities and enable to them to tap into economic opportunities in the selected value chains.

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan, in close coordination with M&E Specialist at FAO Representation Office Islamabad, the M&E Specialist will directly be supervised by the Chief Technical Advisor GRASP Project. Technical guidance will be provided by the relevant units in FAO Headquarters and FAO Regional Office for Asia and the Pacific (RAP).

Technical Focus

Implementation of FAO M&E systems, procedures and analysis as per the requirements of particular projects in the context of Balochistan. Work collaboratively with FAO M&E experts from other FAO projects to ensure best practices are adopted throughout the provincial program.

Tasks and responsibilities

  • In close collaboration FAO Chief Technical Adviser (CTA) and National Project Coordinator / Director develop/implement the project M&E strategy, logical framework matrix and performance management plans (PMP) for FAO in Balochistan projects.
  • Using the logical framework matrix, project work plan and PMP to make a detailed design of the M&E system, including performance questions, information needs, indicators and related targets, methods, sampling procedures and reporting formats and procedures;
  • Prepare terms of reference to initiate the socio-economic baseline, end line and intermediate surveys for FAO in Balochistan programs, including methodology preparation, sample selection and staff training, if required;
  • Guide and lead the implementation of the socio-economic surveys, supervise data entry and assist in the preliminary analysis of findings and interpretation;
  • Manage and update beneficiary database and validate the data through conducting spot check;
  • Update FAO Field Programme Management and Information System on regular basis;
  • Design and implement professional M&E training for all project staff and their counterparts and provide refresher training on M&E, as necessary;
  • Designing and implementation of Monitoring and Evaluation (M&E) plans and Logical Frameworks / Result Matrices for FAO funded programme and projects; define means of identifying the missing baselines, targets and MOVs at the outcome and output levels;
  • Design the Projects’ management information system, define reporting requirements from managers responsible for implementing activities/components and define formats for standard reports;
  • Advice on and establish hard and soft databank for M&E information, communication and reporting;
  • Define the need for specific M&E studies and identify agencies in the public and private sectors with the capabilities and experience relevant for implementing specific ad-hoc M&E studies;
  • Design, develop and conduct field studies for the Projects’ reviews; review the results of completed surveys and assist in report preparation;
  • Oversee and manage implementation of the M&E system, socio-economic surveys, supervise data entry and assist in the preliminary analysis of findings;
  • Assist in the co-ordination and execution of the Projects’ completion evaluation, including a participatory impact assessment with stakeholders, in which lessons learned will be identified for a possible next phase(s) or for similar projects elsewhere;
  • Prepare /support with project performance data the 3 monthly, 6 monthly and annual reports for FAO projects in Balochistan;
  • Liaise with FAOR M&E Specialist based in Islamabad and synchronize information requirements and report for adequate monitoring and evaluation of project progress;
  • Perform any other M&E relevant duties as requested by the Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advance university degree in monitoring and evaluation, project management, agribusiness, public administration, development studies, sociology, economics, marketing or equivalent level and background.
  • 08 years of working experience in M&E and application of Result Based Management Approach; M&E within agricultural and food security domain, especially marketing aspects, with the private sector.
  • Working knowledge (Level C) of English. Good knowledge of Urdu and Balochi and/or Pashtu;
  • National of Pakistan.
