Organizational Setting
The Statistics Division (ESS) develops and advocates for the implementation of methodologies and standards for data collection, validation, processing and analysis of food and agriculture statistics. In these statistical domains, it also plays a vital role in the compilation, processing and dissemination of internationally comparable data, and provides essential capacity building support to member countries. In addition, the Division disseminates many publications, working papers and statistical yearbooks, that cover agricultural and food security relevant statistics (including prices, investments, production, trade and agri-environmental statistical data).
The Project Officer (Monitoring and Reporting) will be part of the Survey Team, dedicated to the overall budget planning, budgetary management, participates in programme monitoring and oversees the reporting of: 1) the Agricultural Integrated Survey (AGRISurvey) projects, within the context of 50x2030 programme; 2) the 2nd phase of the Global Strategy to improve Agricultural and Rural Statistics (GSARS II). The incumbent will work in close collaboration with ESS staff, Government counterparts, donors and other relevant stakeholders. The AGRISurvey programme and the 50x2030 initiative are designed to support national statistical services to accelerate the production of quality-disaggregated data on the technical, economic, environmental and social dimensions of agricultural holdings. The GSARS II is designed for providing technical assistance and training to countries eligible to the 50x2030 initiative on topics that will be relevant for implementing agricultural integrated surveys.

Reporting Lines
The Project Officer reports to the Senior Coordinator, ESS Survey Team Leader.
Technical Focus
Provision of technical guidance and support towards development, implementation, monitoring and reporting on assigned programmes/projects in the Statistics Division.
Key Results
Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.
Key Functions
• Researches and analyses technical-related issues on the development, the implementation and evaluation of assigned programmes/projects; assists to the review of relevant documents and reports;
• Produces a variety of technical information, data, statistics and documents as well as technical input for reports and web pages;
• Provides technical support/analysis to various assessments, studies and projects and provides technical backstopping to field projects;
• Collaborates in the development of improved/updated tools, systems, processes, and databases;
• Oversees the updating of databases and web pages;
• Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other divisions and agencies on work groups and committees and promotes best practices;
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Performs other duties as required.

Specific Functions
• Provides guidance on the implementation of FAO corporate policies and recommendations to streamline internal processes and improve operations;
• Ensures that internal controls (such as budgetary controls) are established and exercised in compliance with FAO Financial Rules and Regulations;
• Supports and guides the development of successful, results-based strategies and plans, in close collaboration with the Senior Coordinator and Programme, Operations, Monitoring and Evaluation (M-E) and Compliance teams, among others;
• Coordinates activities related to budget planning and management namely: contributing to programme/project preparation and submissions, leading progress reporting exercise and preparation of financial reports;
• Supports strategic planning processes, with a focus on results and building alignment internally and with external partners;
• Contributes to strategic oversight within the division's management team, provide advice, knowledge management on programme/operational/audit matters and systems controls in close collaboration with other FAO functional units (administration, finance, etc.) making proposals for improving processes and strengthening capacities and information sharing;
• Liaises and coordinates with external Programme partners as appropriate on administrative, financial and reporting matters related to the 50x2030 Initiative and GSARS II when applicable;
• Liaises with the Resource Mobilization and Private Sector Partnerships Division (PSR) concerning interactions with the donor on reports, budget revisions and to ensure compliance with FAO's financial and administrative procedures, as well as support in periodic progress and terminal reports for review by those units having technical, financial, legal and operational responsibilities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in finance, accounting, public/business administration, development economics or a related field;
• Five years of relevant experience in programme/project planning/design, project budget management, project budget accounting, business analysis in national or international organizations;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in programme/project planning/design, monitoring; strategy formulation, strategic communication and/or donor outreach;
• Relevance and extent of experience in working with inter-governmental bodies international organizations, government authorities, NGOs and other partners;
• Extent of experience in facilitating high level programmatic outcomes, e.g. multiyear programme work plan with Programme team and other stakeholders;
• Extent of understanding of the functioning of the United Nations system and in particular of FAO's structure, policies and procedures related to grant execution is desirable.
