Introduction

 

The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund will pursue a country-driven approach in its operations.

The GCF Secretariat seeks the services of a seasoned consultant who will work both on-site at the headquarters of the GCF in Songdo, lncheon, Republic of Korea and remotely as may be required. The Financial Management consultancy appointment will be an open contract for approximately 172 days.

 

Duties and responsibilites

 

Under the guidance of Head of Financial and Finance Officers, he/she will be responsible for but not limited to: 

 

  • Maintain and update the Finance Accredited Entity (AE) Fee database.
  • Contribute to the review and analyses of AE Fee to ensure its compliance with GCF Policies and check for reasonableness.
  • Maintain and update the database of finance-related clauses in the Accredited Master Agreements (AMA).
  • Maintain and update the database of finance-related clauses in the Funded Activity Agreements (FAA).
  • Contribute to the review and analyses of Funding proposal budget sheet to ensure its reasonableness.
  • Assist the Finance Team to ensure that the audit, financial reporting requirement and implementation arrangement are adequately addressed in the Funding Proposal as per GCF policies.
  • Work closely with the Finance Officers/Head of Finance in the appraisal of funding proposals to ensure that comments and observations are addressed properly.
  • Assist the Finance Team to ensure Finance related clauses in the FAA are consistent across similar projects and AE’s.
  • Assist the Finance Officer to review project disbursement requests.
  • Assist the Finance Team to conduct trend analyses of similar projects and portfolio of projects under each AE. 
  • Contribute to the review and follow up of Annual Performance Reports to assess projects’ progress against approved budget and ensure resource utilization and financial implementation are in compliance with the approved FAA and AMA.
  • Contribute to the review of project audit reports and make recommendation/observation on the project implementation.
  • Conduct research and document current best practices in financial management. 
  • Document the Finance Unit’s processes, recommend any action needed to enhance the process efficiency.
  • Work on additional operational tasks as assigned by the Financial Management Officer/Head of Finance.

 

Deliverables 

 

  • Updated comprehensive database on key finance-related terms from FAAs.
  • Updated comprehensive database on key finance-related clauses from AMAs.
  • A well-maintained updated database on AE fees.
  • Concise analytical report/feedback on the project budget.
  • Briefs/presentations on Funding proposals highlighting key issues. 

 

Requirements

 

  • Minimum of Bachelor’s degree in Commerce, Finance, or Economics.
  • Relevant minimum 3 years work experience in the finance function in an international organization. 
  • Experience with the development finance and understanding of audit reports and ability to interpret the same.
  • Experience of conducting due diligence and willingness to go into details;
  • Experience of establishing strong working relationships with colleagues from different functions and cultures. 
  • Excellent communication skills and the ability prepare and communicate complex information in written format;
  • Knowledge of Business Intelligence software such as Tableau will be an advantage; and
  • Prior experience in the use of financial reporting software will be an advantage.
