Introduction

 

The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund will pursue a country-driven approach in its operations.

The GCF Secretariat seeks the services of a seasoned consultant who will work remotely (mainly) and on-site at the headquarters of the GCF in Songdo, lncheon, Republic of Korea as may be required. The Financial Management consultancy appointment will be an open contract for approximately 135 days.

 

Duties and responsibilites

 

Under the guidance of Head of Financial and Finance Officers, he/she will be responsible for but not limited to: 

 

  • Assist the Finance Team to carry out second level due diligence on the Funding Proposals (FP) to ensure that submitted projects demonstrate adequate financial management, audit and reporting capacity. S/he will recommend improvements to the funding proposals and appropriate conditions if required.
  • Work closely with the Finance Team in the review of project Annual Performance Reports to assess progress against the approved budget and ensure resource utilization and financial implementation comply with the approved FAA and AMA.
  • Participate in Finance and interdivisional consultations/meetings and prepare action plans/briefs for consideration by management, Internal Committees/working groups, and the Board as may be required.
  • Contribute to preparation of documentation such as performance reports consideration by Secretariat Management and Internal Committees/working groups and the Board as may be required.
  • Assist the Finance Team to review Audit reports and make recommendation/observation on the project implementation.
  • Assist the Finance Team to prepare, present and contribute to the preparation of analytical reports and identify Finance related implementation trends, deviations from approved proposals, risks, challenges and financial management related implementation issues amongst portfolio projects regarding financial issues to facilitate proactive adaptive management.
  • Document the processes and identify relevant gaps and develops solutions to improve the efficiency of the Finance related tasks.
  • Assist the Finance Team to implement best practices.
  • Contribute to the preparation and development of financial reporting templates.
  • Contribute to improving the review process for FP’s and budgets.
  • Contribute to the review and analysis of Funding proposal budget sheet to ensure its reasonableness.
  • Contribute to the development of lessons learned papers and contribute to knowledge management activities for the Finance Team.
  • Assist the Finance Team to review Funding Proposals to ensure that the audit, financial reporting requirement and implementation arrangement are adequately addressed as per GCF policies.
  • Work closely with the Finance Officers/Head of Finance in the appraisal of funding proposals to ensure that comments and observations are adequately addressed.
  • Work on additional operational tasks as assigned by the Financial Management Officer/Head of Finance. 
  • Together with Finance Officers, provide reasonable basis of calculation for interest income, unused fund, and investment income.

 

Deliverables 

 

  • PowerPoint Presentations/briefs for, and-records of, consultations and engagements with other divisions as well as with AEs.
  • Comprehensive and updated Action trackers on Finance related project issues for reviewed projects.
  • Prepare briefs outlining performance, finance-related issues, risks and challenges of portfolio and projects under each AE.
  • Summary of each APR reviewed with progress report in comparison to the approved FAA.
  • Updated templates and reporting guidance that are aligned with the Fund's frameworks.

 

Requirements

 

  • Minimum of bachelors’ degree in Commerce, Finance, Economics;
  • Relevant work 7 years experience in the finance function in an international organization; 
  • Experience with development finance and understanding of audit reports and ability to interpret the same;
  • Experience of conducting due diligence and willingness to go into details;
  • Experience of establishing strong working relationships with colleagues from different functions and cultures; and
  • Excellent communication skills and the ability to prepare and communicate complex information in written format.
  • Knowledge of Business Intelligence software such as Tableau will be an advantage.
  • Prior experience in the use of reporting software will also be an advantage.
