Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The National Evaluation Specialist will be under the overall guidance of the FAO Representative in the Philippines ad interim, the direct supervision of the Assistant FAO Representative for Programme, and day to day guidance of the Socio-economic and DRR, CCA and ENR/Forestry (SEFDC) Team Leader.

Technical Focus

The Philippine government signed into law Republic Act (RA) 11203 “An Act Liberalizing the Importation, Exportation and Trading of Rice, Lifting for the Purpose the Quantitative Import Restrictions on Rice and for Other Purposes”, otherwise known as the Rice Liberalization Act (RLA), on 14 February 2019. The Department of Agriculture (DA) plays critical roles in the successful and timely implementation of RA 11203. These include, among others, the management and oversight of the Rice Competitiveness Enhancement Fund (RCEF) wherein DA has been tasked to chair the RCEF Program Steering Committee (PSC) which will oversee and provide policy directions on the integrated implementation of the programs in accordance with the Philippine Rice Industry Roadmap (PRIR). In order to ensure that the RCEF will meet its objective and the related programs are carried out efficiently, a results-based monitoring and evaluation system should be set-up. In view of this, the Rice Fund Impact Monitoring System will be developed to allow the RCEF PSC and other relevant stakeholders to establish a framework that will enable efficient delivery of involved agencies and to determine the progress of accomplishment at a given point in time.

Tasks and responsibilities

The National Evaluation Specialist will undertake the following tasks:

  1. Assist the National Specialist on Monitoring and Evaluation (Lead Consultant) in setting up the Rice Competitiveness Enhancement Fund (RCEF) Results-based Impact Monitoring System, including the following:
  • Review the RCEF Integrated Results Framework to understand how the program will achieve its key objectives, its alignment, and to ensure its contribution to the goals of the Department of Agriculture (DA)’s National Rice Program;
  • Design the Monitoring and Evaluation Framework;
  • Develop guidelines and manuals for the implementation of the results-based monitoring and evaluation of RCEF funded programs.
  1. Prepare an RCEF Learning and Evaluation Roadmap 2021-2026 which shall include but not limited to the following: (a) type of evaluation to be conducted (i.e. baseline, process, midterm, impact, benefits, etc.); and (b) evaluation design of each identified evaluation study to be conducted, including but not limited to the following: (i) key research/evaluation questions; (ii) proposed methodology including sampling design and cost; (iii) tools/instrument for data collection; and (iv) data analysis.
  2. Facilitate the conduct of training programs specifically on evaluation for RCEF-related agencies such as, but not limited to, designing of impact evaluation studies, methodologies for participatory evaluation, qualitative data analysis and other related training programs. Conduct a case study on RCEF, through learning by doing approach in training, where the tools/instruments developed and data collected will be used in pilot testing of the integrated Management Information System (MIS).
  3. Prepare a spreadsheet-based model to simulate impact based on changing assumptions;
  4. Draft and finalize the RCEF MIS report together with the Lead Consultant and National MIS Specialist;
  5. Conduct consultation meetings as needed; and
  6. Carry out any other relevant duties within his/her technical competence as may be requested by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • The candidate must have an Advanced University Degree in the field of agriculture economics, economics, social science or related fields
  • With at least 5 years’ professional and extensive experience in the evaluation of programs and projects, preferably in the agriculture sector, with emphasis on economic modelling, quantitative methods, statistics or similar discipline.
