Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public, patients and the environment. It also assists Member States in the implementation of these standards and provides related services.

The Radiation Safety and Monitoring Section is responsible for the delineation of an international programme to protect workers, patients and the public from all types of exposure to natural or artificial radiation, in line with the most recent scientific knowledge and information. The Section is also responsible for the provision of radiation safety technical services to staff members and experts who may be exposed to ionizing radiation as a result of activities conducted by the IAEA.

 

Main Purpose

 

Under the supervision of the Unit Head, the Associate Quality Management Officer supports the Unit with efforts to maintain and expand laboratory accreditation, define responsibilities, create internal controls, perform cost analyses and develop procedures for compliance, consistency, and performance. The Officer also maintains and updates the IAEA Training Needs Analysis and functions as a course supervisor for IAEA training courses.

 

Role

 

The Associate Quality Management Officer is part of the Radiation Safety Technical Services Unit (RSTSU) including the Individual Monitoring Service Group and the Operational Radiation Monitoring Service Group. The incumbent is\: (i) an analyst, reviewing and analysing processes and making recommendations on improvement of these processes; (ii) a technical specialist, implementing workflows for Unit-wide consistency and control; (iii) a coordinator, ensuring coordination on efforts and effective execution of tasks related to documents, audits, and correspondence; (iv) a trainer, ensuring that relevant staff are trained and informed about the changes and systems introduced and; a training needs analyst and course supervisor, overseeing the implementation of IAEA courses and (vi) a coordinator of the of the work associated with ISO 17025 accreditation in the Austrian Accreditation Authority and affiliated bodies.

 

Functions / Key Results Expected

 

  • Serve as the focal point for the quality of management systems and associated documents and develop and implement quality plans and quality control procedures for the Testing Laboratory Activities.
  • Observe and propose improvements in Unit processes for efficiency ensuring the optimal use of resources including drafting new procedures and working instructions or revisions to existing ones.
  • Provide required quality management expertise and input to achieve accreditation for new methods introduced in the Laboratory.
  • Evaluate the Units work in accordance with ISO 17025 and other related reference documents to identify issues related to conformity with ISO-17025 and prepare and process formal documentation related to accreditation and external audits.
  • Administer, conduct and participate in external and internal audits and the Management Review process to ensure and verify that the Testing Laboratory operations continue to comply with the requirements of the management system and applicable international standards.

Organizing staff training on processes, auditing and references.

Effectively communicate revisions and staying abreast of in-house changes.

Generate ideas for process improvement and stimulating discussion.

Conduct Radiation Safety training needs analyses and arrange or assist in arranging Radiation Safety training courses.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

 

Bachelor's Degree - University degree in Management, Business Administration or related field.

A combination with nuclear/science education is highly desired.

Certification in Quality Management and/or Management Reporting is an asset.

Minimum of 2 years of relevant work experience with accredited processes, management reporting systems and statistical data.

Experience at the international level desired.

Excellent oral and written command of English and German. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, German, Japanese, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $48805 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 25281, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
