OBJECTIVES OF THE PROGRAMME

Unitaid is a multilateral hosted by the World Health Organization. Unitaid is focused on making a unique and impactful contribution to the global response against HIV/AIDS, tuberculosis, and malaria in developing countries. It catalyses improvements for the larger response through forward-looking and time-limited investments that are designed to increase access to better, more effective and more affordable health products (i.e. preventatives, medicines and diagnostics). These investments typically target market-based interventions such as price reductions, improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need.

DESCRIPTION OF DUTIES

GENERAL ACCOUNTING AND TREASURY

Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. Ensure balance sheet account balances are analyzed for validity and accuracy regularly and take appropriate action. Identify problem transactions and irregularities in related accounts, resolving them in a timely and effective manner. Ensure that encumbrances, advances and accruals are monitored regularly and ensure that proper action is taken (payment, cancellation, other) in accordance with WHO Rules. Monitor receipts from donors in coordination with the External Relations and Communications Unit. Be responsible for award management and reconciliation in coordination with WHO, ensure timely and accurate booking of revenues. Ensure that all accounting transactions are entered and processed in an accurate and timely manner, including charges by WHO. Ensure timely closure of accounts as per the closure plan and assist in the preparation of financial statements that conform to WHO Rules and standards. Support the preparation of the external audit work and respond to external audit requests. Ensure monthly cash flow plan is prepared, monitored and updated as needed. Provide advice and guidance concerning the WHO's Financial Regulations and Rules and Accounting Instructions. Review and reconcile various clearing accounts, investigate erroneous/invalid entries and take appropriate corrective accounting action.

BUDGET MANAGEMENT AND ADMINISTRATION

Responsible for workplan management and funding in the GSM system and monitors on a regular basis to ensure information is accurate and up to date. Monitor budget implementation and determines/recommends reallocation of funds when necessary or preparing accounting adjustments. Review and make appropriate recommendations with respect to the finalization of budget performance reports (Board Committees, Management, Budget holders), analyzing variances between approved budgets and actual expenditures. Ensure that correct and accurate data and information are provided by the various units and funds in compliance with the Financial Controller's instructions.

GRANTS FINANCE

Update the basic grant data files (GRID), including the files on Unitaid Executive Board and Grant agreement commitments and disbursements, reconciling with the trial balance and implementation reports as necessary. Update grant financial information in the SharePoint GAO. Prepare monthly updates for upload to the UNIPRO and IATI systems, review, validate and update data as necessary to ensure consistency of financial data. Support the grant portfolio management through compiling scheduled and ad hoc reports, using visualization tools as necessary. In collaboration with the Results and Program Division units conduct regular grant portfolio updates and reconciliations.OTHER Support preparation of the quarterly reports, the pre-reads for the meetings, and minute taking of the Finance and Accountability Committee. Prepare various reports and tables as needed for internal use especially in relation to projects, including for Board committees. Ensure timely and accurate updates of the Unitaid SharePoint. Represent Unitaid finance in the Budget Finance Network (BFN) meetings organized by WHO Finance as needed and liaise with colleagues accordingly. Identify areas for improvement in process, approaches, templates, systems policies/guidelines directly related to areas of responsibility. Participate in the development of accounting policies and support implementation of new changes. Complete value for money studies, especially as they relate to procurement and travel. Performs other duties as deemed necessary by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in business, commerce or accounting, or a related and equivalent field.
Desirable: Advanced university degree (Master or equivalent degree) in finance, business, commerce or accounting and/or a professional certification in accounting.

Experience

Essential: At least five years in the international public or nonprofit sector in a role related to finance, budgets, and accounting working with various internal clients and users. Experience in applying private sector or public sector accounting standards such as International Financial Reporting Standard(s) (IFRS) or International Public Sector Accounting Standard (IPSAS). Experience in budget management, application of results-based budgeting, budget performance reports and financial analysis and forecasting.
Desirable: Experience in financial analysis and external audit, using an ERP (preferable Oracle based), reporting, dashboarding and visual presentation software (i.e. Power BI, Think Cell).

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4607 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
