To support implementation of the 2030 Agenda for Sustainable Development, the Development Co-operation Directorate (DCD) collects and analyses data, provides policy advice, and builds multi-stakeholder partnerships to promote policy reform and increase impact on the ground, stimulate new co-operation modalities, adapt international measurement frameworks, and ensure that innovative approaches to financing sustainable development benefit the poorest first, in order to leave no-one behind.

The DCD is looking for a dynamic and skilled Team Leader for Effective Development Co-operation, including the secretariat for the Global Partnership for Effective Development Co-operation (hereafter Global Partnership). The successful candidate will have an excellent understanding of effective development co-operation and the 2030 Agenda and will have strong management, communication and diplomatic skills. S/he will report directly to the Head of the Global Partnerships and Policies (GPP) Division.

 

Main Responsibilities

 

Management and Strategic Support

  • Lead, manage and co-ordinate the OECD’s support to the Global Partnership, facilitating horizontal contributions across DCD and from broader areas of OECD expertise, and ensuring that outputs are relevant, high quality, and delivered on-time and on-budget.
  • Provide strategic, timely and high quality advisory and secretariat support to the Co-Chairs and Steering Committee of the Global Partnership to assist their efforts promoting the implementation of the principles underpinning effective development co-operation, including ownership, achieving results, inclusiveness, transparency and accountability.
  • Lead, manage and co-ordinate DCD’s horizontal support towards a modernised DAC narrative on effectiveness, which will deepen DAC members’ implementation of existing effectiveness commitments in the changing development co-operation context and strengthen the contribution of members’ policies and practices towards attaining the SDGs at country level.
  • Manage and strengthen relations with DAC members, other providers of development co‑operation, developing countries, multilateral organisations, businesses, foundations and NGOs around the delivery of commitments under the Busan Partnership Agreement.

 

Intellectual Leadership and Analysis

  • Provide overall intellectual leadership to the effective development co-operation agenda of the OECD, and to the Global Partnership, including identifying emerging priorities and opportunities to shape related agendas.
  • Develop synergies, foster co-operation and interdisciplinary work with international organisations, initiatives and platforms in areas of relevance to effectiveness and the Global Partnership’s substantive agenda, including within the OECD’s Development Cluster, with other parts of OECD and with DAC subsidiary bodies, networks and communities of practice.
  • Work closely with OECD senior management to promote effectiveness of development co-operation and the Global Partnership, and support OECD-DAC members’ delivery of their commitments under the Busan Partnership Agreement.

 

Representation, Communications and Outreach

  • Lead, co-ordinate and manage OECD’s support for the Third High Level Meeting of the Global Partnership, planned for 2022.
  • Develop and implement outreach strategies that position effective development co-operation, and the Global Partnership platform, as central components for the realisation of the 2030 Agenda for Sustainable Development.
  • Represent the OECD, the Joint Support Team and/or the Global Partnership at international meetings and conferences.
  • Collaborate across the OECD, with the UNDP and the Co-Chairs offices to build strong and effective networks.

 

Ideal Candidate Profile

 

Academic Background

  • An advanced university degree in economics, political science, international relations, development or other relevant discipline.

 

Professional Background

  • At least eight years of senior-level experience in development policy and co-operation in a bilateral or multilateral agency and experience in supporting ministerial-level bodies.
  • First-hand experience or an excellent understanding of the overall aid and development effectiveness as well as 2030 sustainable development agendas.
  • Proven experience in leading multi-stakeholder consultative and standard-setting processes, steering agendas and and producing policy recommendations for international decision‑making.

 

Languages

  • An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen mid April and panel interviews are planned for the week of 10 May.
