OBJECTIVES OF THE PROGRAMME

The role of the Division of Business Operations (BOS) ensures the productivity and transparency of the technical programmes and the implementation of the EPW. BOS oversees budgetary and financial accountability with a risk-based approach to support the management of entrusted resources with close attention to value-for-money principles.BOS implements projects to improve EURO's productivity and ensure financial sustainability of the region's structures; develop a client-oriented culture among the enabling services; strengthen Country Office capacities; and drive strategic initiatives to enhance staff motivation and productivity. BOS strives to strengthen the capacity of the Regional Office to react in an agile way to external and internal changes.

The purpose of the Financial Control and Procurement (FCP) unit is to (1) promote sound financial practices and oversight through an effective internal control framework (2) ensure WHO Financial statements are in line with IPSAS (3) achieve the best value for money through fair, transparent, smooth supply chain process (4) provide reimbursement of a major portion of the expenses for medically recognized health care incurred by staff members and participants.

DESCRIPTION OF DUTIES

The purpose of this post is to support the procurement activities of the technical units, country offices, and geographically dispersed offices (GDOs), in EURO for goods and services with other staff in the team.

Key duties:

1. Review purchase requisitions for goods; process them into purchase orders after checking that all the background and supporting documents are found compliant with rules and regulations. Screen the high value/high risks cases, analyse and refer them to supervisor with recommendations for further action. In case of noncompliance, advise requesting units concerning corrections. Dispatch approved Local POs to requesters. Provide advice on logistics of good.

2. Assist the Procurement Officer with the pre-checks of purchase requisitions for services to ensure compliance with WHO procurement rules and regulations. Advise requesting units concerning necessary corrections.

3. Support the Procurement Officer and other Procurement Assistant for the diverse administrative tasks for the procurement team such as (but not limited to) the development/updating of training materials, checklists, guidance, and templates.

4. In collaboration with the other Assistant Procurements, act as the focal point for all queries related to procurement of services and goods from technical units, country offices and GDOs and brief EURO staff on related issues and procedures. Regularly briefs and provides guidance to staff at all levels on WHO Procurement policy and procedures.

5. Assist procurement activities for emergency projects in close collaboration with WHE. Address queries to WHO OSL email box (Operations Supplies and Logistics).

6. Other ad hoc duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent.
Desirable: Relevant higher education. University degree in business administration, accounting or other relevant field and/or formal training in procurement/accounting/finance/administration related fields.

Experience

Essential: At least 5 years of progressively responsible experience in the area of procurement, supply chain and logistics.
Desirable: Experience in an international environment or institution. Relevant experience in WHO or in the UN in the area of procurement, supply chain and/or logistics Experience with Oracle is an advantage.

Skills

EssentialComputer skills: Demonstrated skills and proficiency in the use of spreadsheets, word processing, presentation and web-based software. Experience with an ERP system. REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at DKK 317,138 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
