Eligibility criteria

Minimum age: 35 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of the Programme Manager (PM) or his/her designated mandated representative(s), the Business Development Technical Advisor will:

Works independently on all or a combination of the following transactions and/or clearly defined areas, depending on the assignment/instructions from supervisors:

Project Coordination and Management

  • Coordinate for the attainment of project outputs by taking overall responsibility for the management and coordination of project activities;
  • Undertake day-to-day project management under the guidance and supervision of the Regional Secretary for Commerce and Industry, and PM;
  • Liaising with UNDP Accelerator Lab, Knua Juventude Fila Liman and other related initiatives.
  • Provide day-to-day technical advise for the project team in project activities planning and implementation processes;
  • Support reports preparation including (quarterly, Annual Report, Annual Project Review, etc.) and provide feedback to Programme manager of SAR and ZEESM project, and others on project strategies, activities, progress, and barriers;
  • Manage service providers, consultants and contractors to ensure timely and quality delivery of services;
  • Manage financial resources flow through project cash in hands, low value grants, direct payments to service providers, etc.

Technical Advise for Business Development

  • Organize, in coordination with all team members, and partners the implementation of the OBI competition, including outreach activities, launching, business camp, workshops, business ideas evaluation and finalist business selection.
  • Assess the needs, constraints, strengths and weaknesses of each idea or local business to ensure reach the market;
  • Facilitate capacity building of small enterprises to address identified weaknesses;
  • Identify training needs of local businesses;
  • Analysis of locally available resources and markets; existing value chain to inform the development of viable microenterprises;
  • Assess the needs, constraints, strengths and weaknesses of each idea or local business to ensure its eligibility for Loan Guarantee Scheme;
  • Initiate, create and develop long-term relationships with local businesses, micro entrepreneurs, and self-employed communities to foster their capacity investment, particularly for Loan Guarantee Scheme;
  • Develop a strategy/schedule to mentor and monitor the implementation of the business plans selected for and approved by Loan Guarantee Scheme;
  • Organize, in coordination with all the team, the implementation of all activities, workshops, events of project in partnership with other UNDP initiatives, such as Accelerator Lab, Knua Juventude Fila Liman, etc.
  • Assist Regional Secretary country office team in conducting various business surveys, labor studies and socio economic assessments.

Support social inclusive and climate resilience businesses

  • Provide services to potential microentrepreneurs in various areas including development of business plans, incubation, technology support, financial management, marketing, and various training on overall business development;
  • Promote business ideas related to green recovery, climate resilience, eco-tourism and agroforestry.
  • Prioritize the youth groups with women and persons with disability that applied in the OBI program;
  • Cooperate with women’s groups like the Association of Timor-Leste Business Women that support women to build entrepreneurship skills and enhance their networks, and Timor-Leste Disability Association to reach out to the target groups;
  • Coordinate trainings on business development, planning, financial management, IT solutions, access to finance, technology support and skills will be provided in partnership with IADE.

Monitoring and Evaluation

  • Organize project regular monitoring and review process jointly with Key government partners, NGOs and community organizations;
  • Assist in developing the project activity plan and monitor progress against the Project’s logical framework;
  • Oversee the data collection activities, and provide guidance, and corrective actions based on the data analysis results.

Others

  • Ensure facilitation of knowledge building and knowledge sharing focusing on organization of trainings for the operations/projects staff on Business Development, synthesis of lessons learned and best practices in Business Development and sound contributions to knowledge networks and communities of practice;
  • Present regular reports as required;
  • Attend meetings with government partners and UN agencies as required;
  • Perform other relevant duties as required.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:

Advanced higher degree (Master’s or equivalent) in business administration, private sector development, international business, commerce and trading or related area;

Required experience: 180 Months Experience remark:
  • At least 15 years of professional work experience at the national and/or international level in the public or private financing policy for sustainable development, business development, social entrepreneurship or other relevant areas; experience with government is a strong advantage, as experience working in the UN or other international development organization;
  • At least 5 year of experience in delivering business trainings, in the areas of: entrepreneurship, business skills development, business mentorship, start-up businesses, development of business idea/plan and evaluation, Loan Guarantee Scheme market analysis.
  • Ability to demonstrate understanding of the needs of youth and business community.
  • Good knowledge of data collection and analysis.
  • Experience in preparation of business plans, and/or practical business experience in private companies.
  • Ability to conduct liaise with businesses, government and key stakeholders
  • Knowledge of circular economy will be an advantage.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Have affinity with or interest in human development and volunteerism as a mechanism for durable development, and the UN System.
