ABOUT THE JOB:

DRC anticipates submitting a proposal to lead an emergency response mechanism (ERM) consortium to provide cash assistance to shock-affected Afghan households. To ensure that Protection principles are properly mainstreamed during implementation of the programme, DRC anticipates appointing a Protection Coordinator to support the further development of existing ERM tools from a protection perspective, to ensure that consortium partner protection leads share a common understanding of approach to implementation and to coordinate and contribute to the delivery of necessary trainings to prepare ERM field teams for implementation. During implementation, it is envisaged that the Protection Coordinator will also contribute to a Quality Assurance function to ensure that SOPs are properly implemented and harmonized between partners, reporting any areas for further work to the Partner Protection Leads and the Consortium Coordinator. In addition to the development, training and QA function, the Protection Coordinator will also have responsibility for drafting of reports on Protection Issues, dissemination of reports to relevant clusters and other stakeholders and externally representing the Consortium for advocacy purposes on delegated tasks.

Main Responsibilities:

Programming and Coordination

  • Contribute to further development of consortium programme tools to ensure protection is properly mainstreamed
  • Support further development of tools for consortium protection assessments
  • Ensure consortium partner protection leads share common understanding of protection approach and implementation
  • Coordinate and deliver necessary trainings for consortium partner staff to prepare them for implementation
  • Lead on drafting of protection reports for programme improvement and advocacy purposes

Representation

  • Attend national level protection cluster as well as other protection related meetings for the consortium;
  • respond to requests for information from protection cluster and related sub-clusters for the consortium;
  • Advocate and guide advocacy on protection issues for the consortium;

Training and capacity building

  • Identify training gaps among partner protection staff and address on an ongoing basis as necessary
  • Organize and facilitate capacity building plan to protection staff based on identified needs

Accountability

  • Ensure that  the consortium’s protection programming meets quality and accountability obligations and is carried out in accordance with the Common Humanitarian Standards

Key Deliverables:

  • Developed and updated tools and standard operating procedures (SOP)
  • Quality protection related reports delivered
  • Effective representation and reporting in relevant cluster and other for a as required
  • Regular quality assurance reports delivered and followed up on with partners

ABOUT YOU:

To be successful in this role you must have:

Experience and technical competencies:

  • Min. 5 years of protection programming in developing countries and crisis settings,
  • Working on displacement issues of both internally displaced and refugees and knowledge of related international standards/frameworks;
  • Strategic programming and planning, monitoring and implementation in the field of protection
  • Representing the organization at protection fora

Education and Qualification:

University degree (BA and preferably Master or Post graduate) in a relevant field

Languages:

  • Fluency in English

Conditions:

Availability: End of April 2020

uty station: Kabul with up to 50% travel to field offices (where required)

 

We offer:

DRC will offer the successful applicant a 1 year contract, renewable dependent on both

funding and performance.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for expatriate staff.
