Eligibility criteria

Description of task

Under the guidance and direct supervision of the Head of Country Programme and close coordination with the International Shelter/WASH Specialist and National Engineer, he/she will implement the construction work undertaken by UN-Habitat partners with the aim of accomplishing the task in the most effective manner on agreed time schedule and ensure the facilitation of and smooth implementation of UN-Habitat programmes/projects. “Response to the Socio-Economic Impact of Flash Flooding through Rehabilitation of Damaged Houses and Upgrading Stormwater Facilities in Aden and Al-Hawtah in Yemen” aiming at mitigating the impact of flash flooding and reducing the risk of climate induced natural disasters to enhance resilience of vulnerable communities in Aden and Al-Hawtah Cities from recent flooding.

The National Engineer represents UN-Habitat in the site level coordination meetings at the local level and ensure proper advocacy for the UN-Habitat roles and responsibilities and shares information on the progress of works on different projects on the ground, the National Engineer will:

Specifically, the he/she shall:

  • Assess the condition of shelters/houses damaged in Aden and Al-Hawtah project sites
  • Follows up with contract related to activities and construction of drainage systems and damaged houses rehabilitation,
  • Prepare detailed design, drawings and Bills of Quantities required
  • Prepare regular and ad-hoc reports on the progress of works of different activities implemented at the state and locality levels;
  • Check and verify payments made by the different counterparts, contractors and suppliers and office operations related payments and provide recommendations to Yemen office to process payments; and
  • Support regular meetings in Aden and Al-Hawtah shelter/housing sector coordination meetings and provide information on the progress of works at the state level.
  • Assess the needs and resources of beneficiaries in terms of shelter/housing with participation of the community and taking into consideration the implementing partners’ views and in defining appropriate solutions;
  • Make recommendations on the procurement of all the required shelter/housing materials, equipment and tools to ensure timely implementation of plans and functioning of the rehabilitated shelter/housing.
  • Provide technical guidance and supervision in Aden and Al-Hawtah shelter/housing projects and related activities. This includes developing standard designs for shelter and providing technical details on layout of the IDP site (streets, alleys, drainage, etc.) and bill of quantities;
  • Liaise with the other UN agencies, Government ministries and implementing partners in order to coordinate activities encompassing shelter/housing rehabilitation activities including drainage structures
  • Regularly liaise and coordinate with the sector specialists and host authorities and other agencies and maintain close working relationship with the specialists in the Aden Hub through coordination and information sharing mechanisms;
  • Any other related tasks as may be required or assigned by the supervisor.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:

Bachelor’s degree in a relevant area, e.g. Civil or environmental Engineering;

Required experience: 60 Months Experience remark:
  • At least 5 years of professional work experience at the national and/or international level in Civil Construction Works, including drainage works and familiarity with housing and water/drainage design and construction.
  • Basic understanding/experience of urban planning, housing, basic infrastructure and related issues is desirable.
  • Proficiency in computers; good working knowledge of word processing and spreadsheet programs, particularly MS Word and MS Excel.
    • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
    • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete)
  • Sound security awareness;
  • Have affinity with or interest in housing and infrastructure, volunteerism as a mechanism for durable development, and the UN System.
