Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The Indian MSME sector generates around 100 million jobs through over 63 million registered units.  The sector contributes approximately 38% to the nation’s GDP and accounts for 40% and 45% share of the overall exports and manufacturing output respectively. It is the second largest employer after agriculture, though it also accounts for more than 90% of the informal economy in the country. While globalization and technological innovations have in recent year boosted growth of MSMEs, including rise in entrepreneurship culture, it has also increasingly made them vulnerable. Only 4% of MSMEs are job creators and majority of around 70 %  are micro enterprises employing less than 10 employees. Gender inequality is stark in the sector. A little over 10% of MSMEs are women-owned and 20% of employees in MSMEs are women. Significantly, the number of MSMEs reporting non-performance and insolvency have also doubled in the last four years.  The COVID pandemic related market disruptions has further hit hard this sector. 
In this backdrop, the PSEI project will focus on boosting local economic growth and generation of more and better quality jobs by promoting sustainable micro, small and medium enterprises, in alignment to ILO’s Decent Work Agenda, by strengthening their integration in the supply chain in two sectors – food processing, especially, fishery and, textiles and garments, in two states, Odisha and Andhra Pradesh. It envisages doing this through enhancing capacity of policy makers, workers and employers’ organizations on global policy intervention models, especially from South Korea, and directly supporting MSMEs to upgrade management practices to improve productivity, and promote entrepreneurship among youths. The project will engage with state-level institutions to support in strengthening design and delivery of MSME business development services by demonstrating application of ILO enterprise tools, SCORE and SIYB. 
The project will be implemented within the 5-year programme framework of ILO, ‘India Decent Work Country Programme – 2018-22’ a commitment agreed and signed jointly by the ILO, Government of India, employers and workers organisations, the constituents of ILO. 

By the end of the 2-year project period, following outcomes are expected : 

Outcome 1 : MSME policy initiatives are effectively designed and implemented, enabling their market responsive to promote sustainable enterprises and integration in global supply chain 
Outcome 2 : India Youths and MSMEs demonstrate responsible management practices and entrepreneurial ability to boost productivity and sustain competitiveness, so as to join global supply chains with more productive and competitive business management

Reporting lines: 

The Project Manager will report to the Director of the ILO Delhi DWT/CO Office, and will receive technical guidance and supervision from the Specialist-Small Enterprises, Decent Work Team for South Asia. He/she will receive technical support from the relevant specialists in the Decent Work Team (DWT) for South Asia based in Delhi, and ENTERPRISE Branch in Geneva.

The Project Manager will directly supervise the work of project staff in India. He/she will oversee the work of international and/or local consultants hired during the course of the project.
 

Description of Duties

1.    Ensure effective coordination and planning, implementation, monitoring and evaluation of project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures, in consultation with the responsible field offices.
2.    Assume responsibility for the effective management of funds/budget assigned to the project.
3.    Manage efficiently the human resources of the project, including recruitment, performance and talent management.
4.    Prepare technical reports in accordance with the ILO guidelines and procedures and provide inputs in the framework of ILO Sustainable Enterprise agenda as required.
5.    Provide high quality technical support on MSME issues and supply chain development to the project team, and to the stakeholders of the project including relevant government agencies, social partners and other key institutions consistent with ILO policy orientation. Supervise international and national consultants for their delivery of quality outputs.
6.    In coordination with relevant specialists, develop innovative approaches and tools, adapt SCORE and SIYB tools, and support research activities in order to collect and analyze practices and data in the different technical fields covered by the project.
7.    Plan, organize and conduct seminars, workshops, training and meetings on technical issues related to the project independently or in support of other ILO officials.
8.    Undertake missions to project states and Korea as needed as part of capacity development processes and technical support to constituents and stakeholders.

9.    Ensure regular, effective and efficient coordination with other ILO similar projects and initiatives implemented in India in order to pool resources and optimize results.
10.    Strengthen the ties of cooperation and coordination between the ministries and state government departments involved, workers 'and employers' organizations, businesses, target groups and donors, in planning and the implementation of project activities.
11.    Liaise with the other UN agency counterparts to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the project's interventions.
12.    Propose and implement a complete communication and visibility strategy for the project. Prepare the information material necessary for the project and ensure its dissemination.
13.    Compile research-based evidence, document project achievements and good practices throughout its implementation.
14.    Represent the project in meetings, seminars and evaluations and build and enhance strategic partnerships and networks of government policymakers, workers and employers organizations, business and civil society organizations.

15.    Any other duties requested by the Director of the Office.
 

Required qualifications

Education

Advanced university degree in export management, economics, international trade, business management, international relations, operations management or other relevant fields. 
 

Experience

Atleast eight years’ experience at the national level or five years at the international level with demonstrated experience in the management of development cooperation projects with sound knowledge and experience in all aspects of project cycle related to MSME development, decent work in global supply chain, or sustainable enterprises.
Relevant technical areas include: the development of MSME policies and programmes, MSME / entrepreneurship training and action programmes, advisory services and the use of practical techniques for the MSME capacity / entrepreneurship trainings, and supply chain development. 

Other requirements - Proven experience in policy dialogue and project implementation in sensitive and/or low-capacity settings. Familiarity with ILO policies and procedures including experience working with officials of the ministries and social partners in Asia would be an advantage. Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and industry associations / private sector, including negotiation skills with governments, social partners and to provide quality services.

Experience in India or Korea will be an advantage.
 

Languages

Excellent command of English. Knowledge of Hindi, Telugu, Oriya or Korean language would be an advantage.

-    Ability to develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; 
-    Ability to promote knowledge sharing and learning culture in the office, and to focus and guide others to meet objectives at individual and group level;
-    Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners;
-    Should be open to and able to make changes to accommodate culture and gender differences in order to interact effectively with individuals; 
-    Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skills with governments, social partners and to provide quality services.

-    Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
