Human Resources and Capacity Development Specialist

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the direct supervision of the Regional Programming and Operations Coordinator and overall Supervision of the Budget Holder or his/her designated mandated representative(s), the UN Volunteer Capacity Development and Team Management Specialist will:

  • Assist with planning human resources needs of the ECTAD RAP programme;
  • Provide support in implementing the recruitment plan and associated HR serving needs, including, vacancy advertisement, initial applicant screening, report writing, and associated application management and recruitment following FAO’s processes and procedures;
  • Identify opportunities to expand recruitment outreach to identify highly qualified external candidates
  • Provide support in the identification and analysis for improvement in terms of programme HR capacity development opportunities;
  • Assist in the compilation of information on and implementation of new corporate HR policies including internal dissemination among the team;
  • Facilitate a needs assessment for skills development, including drafting and conducting surveys;
  • Assist in day-to-day HR support to management for the entire ECTAD RAP team;
  • Providing secretarial support for interview panels;
  • Facilitate knowledge sharing within the ECTAD RAP and ECTAD Asia teams;
  • Provide support in compiling information on HR statistics and team performance;
  • Provide backstopping support for capacity development for the ECTAD Country Offices in the Asian region;
  • Provide support in meeting facilitation, including drafting meeting notes;
  • Provide support in any other related task as needed;
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:

Graduate degree in a relevant area, e.g. Human Resources Management, Business Administration, or any other area related to human resources management or capacity development;

Required experience: 36 Months Experience remark:
  • At least 3 years of professional work experience at the national and/or international level in human resources management or capacity development; experience with team management is an asset, as is experience working in the UN or other international development organization;
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
