PROJECT BACKGROUND

 

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI country office is dedicated to supporting the Government of Senegal in the transition to strong, inclusive and sustainable green growth through five pillars: Energy, Transport, Water and Sanitation, Solid Waste and Land use. 

With financial support from the Bill and Melinda Gates Foundation, GGGI is implementing the "Citywide Inclusive Sanitation Through a Green Growth” project in secondary cities to equip these communities with strategic planning tools focused on Green Growth to build territorial resilience, build climate governance capacity and mobilize resources to fund bankable sanitation projects. This project will cover 2 of the 25 cities targeted in the Cooperation Framework established between GGGI and Senegal. It will be implemented with the involvement of competent services including the National Sanitation Office of Senegal (ONAS), and the Sanitation Directorate. 

More specifically, this project, in its two-year development phase (2019-2021), aims to: 

  • Support the Government in adopting policies to create an environment conducive to attracting green and/or private funding (tax incentives scheme and norm on OSS) 
  • Support the integration of sanitation into national strategies for climate change resilience and    green growth. 
  • Develop two bankable business plans for the implementation of these technologies/services and support the mobilization of green and/or private financing, at least US$7 million (4 Billion CFA). 

This project will also establish indicators to measures the contribution of sanitation to the climate change resilience, in order to support the mobilization of green funding for the sector. This joint experience in Senegal and Nepal will be a pilot from which good CWIS practices will be shared with other GGGI partner countries, for wider replication. 

 
OBJECTIVES OF THE ASSIGNMENT  

 

This assignment aims to support the development of a PPP model for the implementation of onsite sanitation services in target cities and potentially in a wider zone. This concerns a active support for the delivery complementary studies (technical, environment and economic) as part of the structuration of a PPP and local stakeholders’ mobilization and consultation.  

Specifically, le Consultant will support the following activities: 

  • Mapping of relevant local stakeholders within current target cities (eventually a zone of several cities). 

  • Mapping of local private sector involved in sanitation service delivery (identification, legal status, role & responsibility, business size, constraints, capacity needs, willingness to engage with public bodies, etc.). 

  • Collection of addition data required in complementary studies and PPP structuration. 

  • Structured consultations to share and validated all studies where required. 

  • Capacity building of local services providers and municipalities on safely managed services and PPP.  

  • Engagement with local focal points at municipal level. 

 
DELIVERABLES AND PAYMENT SCHEDULE 

 

The Consultant shall consider the following requirements:  

  • Produce concise and clear reports with utmost 30 pages (excluding annexes) 

  • All reports must be French to ensure proper sharing with local stakeholders. The final report will be translated in English for GGGI records and further exploitation.  

  • The draft of each report shall be submitted to Sanitation Officer at the due date. GGGI country staff will review and validate each report within a week. The Consultant shall consider the comments and necessary revisions proposed. Within 7 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report. 

  • Payments are release only upon the validation of related deliverables.  

  • The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant and recommendations for further activities to be carried out to secure a long-term sustainable development. 

  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report. 

  • The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application.  

 
EXPERTISE REQUIRED 

 

The follows skills and qualification are required:  

  • Qualifications and skills: Bachelor / Master’s degree in environment, water & sanitation, socio-economics.  

  • General professional experience: Junior professional with one to three years’ experience working in sanitation related fields or PPP structuration.  

  • Specific professional experience: At least one proven experience in sanitation project in secondary cities, dealing with local communities and stakeholders, valorization technologies and PPPs.   

  • Skill, and knowledge: Good command of spoken and written French, Good knowledge in spoken and written English, Good command with Office suite and virtual working tools, good relationship, good understanding of participatory approaches. 

 
ADDITIONAL INFORMATION

  • Contract Duration: 6 months / MAR 2021- AUG 2021 / full-time assignment  
  • Number of Workdays Estimated (internal purpose only): 120 days

  • Total Fees: Up to USD 9,000 
  • Application dossier will include Professional (work or internship) attestations to certify relevant experiences. The followings may be included in this section:  
  • Selection process will be conducted in three steps to happen within two weeks: (i) CV screening after application phase or from the roster, (ii) interview with top-3 candidates, (iii) final decision and notification to the preferred candidate.  
  • Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
