Head of Programmes*

in Gaziantep 

The position is to be filled as soon as possible, with an initial contract duration of two years. There are very good prospects for an extension. Employment location will be Gaziantep, Turkey.

Welthungerhilfe has been engaged in the Syria Response since 2013 working in the fields of development cooperation and humanitarian aid. We seek to improve the access of persons affected by the Syria crisis to quality life-saving and life sustaining humanitarian assistance and strengthened basic services including protection services, whilst building on their inherent capacities and facilitating access to livelihoods opportunities, in order to reach our objective to improve their well-being and resilience.

As Head of Programmes you will be a key member of the strategic management group of Syria Response programme implemented in Turkey, North West Syria and Lebanon. You will contribute to the overall risk management framework and coordinate the development and implementation of the projects in Turkey as well as extending the donor portfolio in Turkey. You will be responsible for coordination, planning and development of German Federal Foreign Office, BMZ and ECHO funded projects in Turkey providing guidance to the Heads of Project. In addition you will provide mentorship to the Syria Response programme department more broadly, with the aim of improving the quality of project implementation both through evidence based program design and cross project/country learning.

Your responsibilities

  • Manage the Programme Unit to ensure smooth functioning and synergy across the Country Programmes in the Syria Response in terms of developing sectoral expertise for cross learning and evidence based programme design 
  • Lead the programme and project development for Turkey in consultation with the HQ Sector Unit and the Country Director
  • Liase with current and potential future donors present in Turkey in consultation with the HQ Donor Unit and the Country Director
  • Manage the implementation of the Turkey programme together with implementing partner(s)
  • Participate in sectoral working group meetings, in consultation with the Turkey country team
  • Improve partner-coordination and the approach to capacity development across the Country Programmes in the Syria Response
  • Foster linkages with organisations and NGOs working in Turkey

Your profile

  • A university or polytechnic degree in Management, International Development, Rural Development or an equivalent degree related to the position
  • A minimum of 5 years relevant working experience in programme implementation, ideally in the Syria response or region
  • Experience with major donors (EU, ECHO, BMZ, German Federal Foreign Office, KFW, BPRM, UN Organizations)
  • Experience in leading country programme strategy processes
  • Technical training in protection, livelihoods and agriculture sectors with experience in large migrant responses using systems based and social cohesion approaches
  • Robust experience in programme design, proposal development, Theory of Change, donor reporting, work-plan and budget development
  • Proven success in grant acquisition and institutional donor relations
  • A high level of mental and physical resilience and readiness to travel to project areas
  • Excellent spoken and written English; German, Turkish and/or Arabic language skills are an advantage
