Organizational Setting

The “Reduction of Food Loss and Waste in the SEC Countries Project (GCP/SEC/015/TUR)“ will implement a comprehensive program that will contribute to the prevention and reduction of food loss and waste (FLW) in selected countries. It will assist recipient countries (Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkey, Turkmenistan and Uzbekistan in developing national strategies, action plans and legislation for reducing food loss and waste (FLW), aligned with relevant national policies, legislation and context and based on the "FLW management hierarchy".

The project will also focus on implementing the key actions of the FLW reduction strategies, both at the policy and technical levels, and will target all subsectors of the food system, from farmers to consumers. Moreover, the re-search and interventions aimed to reduce FLW will enable the effective implementation of communication and awareness-raising activities. The objective of the awareness-raising campaign is to support and communicate the action to different target audiences.

Reporting Lines

The national value chain consultant will work under overall supervision of the FAO Sub-regional Coordinator for Central Asia (SRC, SEC), technical supervision of FAO-REU’s Agro-Industry Officer, operational guidance from SEC Field Programme Unit, and in close cooperation with FAO-REU’s Food Safety and Consumer Protection Officer and the relevant national authorities, as well as other international and national consultants.

Technical Focus

The national value chain consultant will conduct and/or provide support (technical and coordination) for the development and implementation of relevant activities in the country to better understand and analyse value chain actors on the prevention and reduction of FLW. He/she will take an active part in facilitating activities, providing required technical inputs throughout the process (preparation and implementation of technical materials and activities, and reporting).

Tasks and responsibilities

The consultant will perform the following tasks:

  1. Organize and conduct of an inception mission of 4 days and a field mission of 10 days.
  2. Organize and participate in a national stakeholder validation workshop to present, discuss and agree on national strategic priorities and key actions in the area of FLW reduction in the country.
  3. Develop a final strategy and action plan on FLW reduction (national level).
  4. Organize and participate in a training program on the measurement and monitoring of FLW (online format may be chosen and training logistically organized by FAO HQ and FAO REU).
  5. Develop and disseminate of good practices manuals to prevent and reduce FLW at different levels of the food supply chain.
  6. Organize and participate in training sessions for value chain actors on the prevention and reduction of FLW.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in agricultural sciences / agro-economy / economics
  • At least 5 years of working experience in one or more of these areas: value chain analysis and development, agricultural and agri-business development
  • Proficiency in Russian; working knowledge of English would be an asset.
  • National of Turkmenistan or resident in the country with a regular work permit.
