Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The position will be funded under the development cooperation project “Promoting Decent Work for Syrian Refugees in Host Communities”. The project is funded by the KfW Development Bank and links to CPO TUR 159 (Adequate and effective protection at work for all – Outcome 7). 

 

The project aims to facilitate the early entry of Syrian refugees and Turkish citizens from host communities into the labour market and to help them develop, strengthen and upgrade their skills and competences as required. The overall objective of the proposed project is to enhance formal employment for Syrian refugees under temporary protection (SuTP) and Turkish citizens and to create formal sector jobs. This objective will be achieved through three outputs as explained below:

 

  1. Output A: SuTPs are qualified to participate in the formal labour market.
  2. Output B: Turkish public employment services are strengthened to support SuTP and disadvantaged Turkish citizens to access the formal labour market.
  3. Output C: Transition to formality is facilitated for SuTP and Turkish citizens.

 

The project builds on ILO interventions on the Syrian refugee crisis in Turkey since 2014, promoting comprehensive short- and medium-term employment-rich measures implemented under the ILO’s integrated Programme of Support (PoS) for refugees in Turkey and the UN Regional Refugee and Resilience Plan (3RP). The project is implemented by the ILO in close cooperation with the Ministry of Family, Labour and Social Services, national authorities and workers’ and employers’ organisations.

The Project Manager will be responsbile for the overall management and implementation of the project.

 

Reporting lines: 

The Project Manager will report to the Director of the ILO Office for Turkey.

The Project Manager will oversee the work of the project staff, and international and local consultants/experts hired during the course of the project.

Description of Duties

The Project Manager  will undertake the below mentioned duties.

 

  1. Ensure effective coordination and planning, implementation, reporting, monitoring and evaluation of project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programmes, and administrative and financial procedures.
  2. Responsible for the effective management of funds/budgets allocated to the project in line with ILO’s rules and regulations and the donor requirements.
  3. Manage the human resources of the project/program efficiently, including performance management and ensure effective coordination and collaboration between the various project components, as well as other projects in the same area with a view to creating synergies between the projects and avoiding duplication.
  4. Ensure that high quality activities and outcomes are delivered by the project.
  5. Prepare periodic and ad hoc reports on the status of programme planning and implementation.
  6. Suggest and make necessary changes to the project activities depending on the changing needs and circumstances. Liaise those with the donor and obtain necessary approvals in project documents.
  7. Provide techncial inputs to all project activities to guarantee that ILO’s Guiding Principles on the Access of refugees and other forcibly displaced persons to the labour market and international labour standards are fully mainstreamed in all project activities, outputs and milestones.
  8. Define collaborative and joint initiatives with national and international partners as relevant.
  9. Intiate development of project proposals for new projects and programmes and undertake local resource mobilization activities with multi-lateral and bilateral donor community for the development of future activities linked to the project.
  10. Establish and maintain close contact with the ILO’s relevant technical units including MIGRANT which has responsibility for Outcome 7 of the ILO P&B 2020-2021 and ILO technical specialists with a view to ensure effective consultation and collaboration to benefit from the ILO’s substantial expertise on employment, entrepreneurship and international labour standars in migration and refugee contexts. 
  11. Provide technical advise the ILO constituents and other partners in the formulation, implementation, monitoring and evaluation of comprehensive refugee and labour migration policy frameworks.
  12. Develop and maintain close contacts and relations with the government (particularly the Ministry of Family, Labour and Social Services), other relevant ministries, employers' and workers' organizations, the donor, international development partners, local partners, civil society organizations, and target groups and promote opportunities for collaboration towards planning and implementation of programme activities.
  13. Liaise with other UN counterparts to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the ILO's interventions.Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities.
  14. Undertake missions to guide, support and monitor the project activities in the provinces, and provide technical assistance to constituents and other relevant stakeholders at the local level.
  15. Perform other relevant duties as assigned by the Director of ILO Office for Turkey.

Required qualifications

Education

Advanced university degree in social sciences, economics or any related field with demonstrated expertise in the relevant  field.

Experience

  • At least seven years’ of relevant professional experience of which at least three years at the international level.
  • Minimum 3 years of experience in the management of development cooperation projects.
  • Experience and knowledge on ILO’s policies on fair labour migration and access of refugees into labour markets.
  • Experience in working with Syrian reguees either in Turkey or in other host countries would be an asset.

Languages

  • Excellent command of English.
  • Knowledge of Turkish would be an asset.

  • Ability to provide policy advice and prepare technically accurate reports and publications, with conclusions that may lead to an action plan and the elaboration of programmes.
  • Ability provide advice on best practices, to address broader issues outside the field of specialization.

Conditions of employment
