Background

This position is located in the UNODC Regional Office for Central Asia, Tashkent, Uzbekistan. The Programme Management Officer will work under the overall guidance and direct supervision of the UNODC Regional Representative for Central Asia and support the Regional Representative on all aspects of UNODC ROCA programme development, implementation, resource mobilization, monitoring and evaluation, reporting and coordination at the regional and country level. 
 
The Programme Management Officer will provide Regional Representative with strategic information and documentation for policy advice, support programme management and guide diverse set of programmes on policy coherence, alignment with strategic direction of UNODC strategy and the UN cooperation frameworks and roadmaps developed in the region. 
 
The focus of this job will be to develop new joint programs, operational plans, specific technical areas including on research, forensics, health, justice, rule of law and develop initiatives to address emerging challenges.  Represent UNODC on program management groups. 
 
The Programme Management Officer will lead the programme teams in strategic planning and identifies new programme areas while contributing to the objectives of the UNODC Global Strategy and UNSDCF, country priorities and creative responses to emerging challenges and opportunities in close cooperation with the other Units of UNODC. 
 
The Programme Management Officer will work in close collaboration with the UNODC ROCA Sub-Programmes, Programme Offices in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Georgia and Azerbaijan, the team in Uzbekistan, Operations Support Team, programme staff in other UN Agencies, UNODC HQ staff and government officials, technical advisors and experts, representatives of donor community, private sector and civil society to successfully implement the UNODC ROCA programmes. 
 
Supports the development of UNODC ROCA portfolio of programmes, especially through the attraction of multi-partner trust funds, joint programing in partnership with UN country teams in the region. Takes lead in developing UNODC initiatives to support response to COVID-19 and other crises and recovery plans. Will be responsible for policy and trend analysis as well as supporting work on forensics. Facilitate development of partnership agreements and roadmaps with countries in the stakeholders and between countries. 
 

Duties and Responsibilities

The Program Management Officer,  advises and supports the Regional Representative, and as a member of the UNODC ROCA Senior Management Team, ensures the strategic direction of UNODC programme focusing on core programming principles (results-based management, a human rights-based approach, gender equality, environmental sustainability and capacity building) with the aim of achievement of the following results:
  • Advocate, promote and raise awareness and understanding of UNODC mandates, mission, vision, policies and their implementation in the region.
  • Identify strategic programme areas of cooperation and advisory support on strategic partnerships.
  • Analyze the COVID-19 situation, impact, socio-economic response and recovery and explore possible UNODC contributions. 
  • Provide specialized technical and strategic support in managing all aspects of ROCA programme and management of related activities ensuring accountability in programme. 
  • Elaborate policy documents, briefs and other strategic papers/materials for use in the development and presentation of innovative and coherent policy and programmatic positions in support of development priorities and commitments to address drug, crime, corruption, terrorism related challenges, incorporating regional and global perspectives and contributing to regional and global strategies. 

Ensures effective management of the UNODC programmes on research, forensics, multi-partner joint programmes, innovative programmes, and supervision of the related programme teams for these initiatives focusing on quality control of the full cycle of programming from formulation to implementation in view of achieving the following results:

  • Contribute to and support implementation of the UNODC ROCA partnerships and resources mobilization strategies to achieve programme outcomes.
  • Establish and maintain effective consultations with governments, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation, resource mobilization and sustained partnerships.
  • Determine programmatic areas of cooperation, based on strategy and  goals of UNODC, country needs and donors’ priorities. 
  • Identify opportunities for cost-sharing taking into account necessary due diligence and risk analysis.
  • Facilitate the expansion of technical assistance to member states.
  • Represent UNODC ROCA in meetings as delegated/appropriate to consult, collaborate and interact on common issues and activities and participate to ensure the integration of UNODC mandated areas.
  • Provide substantive leadership for building synergies between actions of the programme/project and other national, regional or global initiatives in the substantive area, relevant fields and UNODC Program strategy.
  • Contribute to supporting countries in developing mechanisms to track the SDG indicators for which UNODC is responsible. 
  • Facilitate and conduct research/ baseline analysis and policy options in line with the priorities of the UNODC Programme.
Establishes and maintains support in strategic partnerships and engages in resource mobilization in cooperation with UN country teams, UNODC Programme Offices and Sub-Programme Coordinators focusing on achievement of the following results:
  • Support the participation of UNODC ROCA team in the UN country teams thematic working groups. 
  • Contribute to developing the human rights, gender, inclusion, digitalization and innovation strategies aligned with UNSDCFs in the region. 
  • Support greater regional cooperation through the ongoing multi agency partnerships on development, peace, justice and health related initiatives in advancing sustainable development goals, security, peace and human rights.  
Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to global and regional programme knowledge networks and practices, and development of knowledge products.
  • Organization of trainings and briefings for the ROCA staff on matters related to the activities of the programme.

The key results have an impact on the overall success of the ROCA programme and reaching programme goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:
Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
 
Experience:
At least five years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring of development projects and establishing inter-relationships among international organization and national governments. Progressively responsible experience of working especially in the area of rule of law, counter narcotics, anti-corruption, health, counter terrorism is desirable.  Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
 
Language Requirements:
Fluency in the English, Uzbek and Russian languages
