Organizational Setting
The FAO CSLS Security Service aims to assure a safe and secure operating environment and ensure continuity of operations in FAO headquarters and decentralized offices, by protecting the integrity of premises and assets and the security of personnel and other subjects present in the FAO headquarters and decentralized offices from harmful acts and accidents or natural and technological hazards.
The Field Security Officer (Regional Adviser) reports to the FAO Assistant Director-General/Regional Representative (ADG/RR) under the overall technical guidance of the Chief, CSLS.
The Field Security Officer (Regional Adviser) provides support and advice to the FAO Assistant Director-General/Regional Representative (ADG/RR), FAO Country Representatives, Security Focal Points in the designated area of responsibility (AoR).
Protection of the integrity of FAO premises, assets and operations, as well as safety and security of FAO personnel.
• Applies and monitors the implementation of established Organization and applicable United Nations Security Management System (UNSMS) policies and procedures on Safety and Security in the AoR;
• Makes recommendations with a view to ensuring continuing compliance with the UN System-wide Security Risk Management Measures (SRMM) and the Residential Security Measures (RSM) and follows up on these
recommendations to ensure their implementation in the AoR ;
• Advises the Heads of Decentralized Offices in the designated AoR on all Safety and Security matters;
• Contributes to the permanent coordination with the United Nations Department of Safety and Security (UNDSS), with government counterparts and other local authorities in the AoR (political and humanitarian, police, military, etc.) as required;
• Undertakes missions to the decentralized offices in the AoR and assesses prevailing local security conditions, identifying security trends and advising staff, project personnel and dependents on potential security problems, advises on shortfalls and forwards recommendations, submits back to office reports and follows the implementation of the BTORs’ conclusions and recommendations;
• Contributes to increasing awareness on Safety and Security, elaborates advisories and implements security training for all staff, dependents and provides quality briefings for staff/dependents and visitors;
• Contributes to the planning, coordination and execution of evacuations and relocations of the staff and, where applicable, their dependents;
• Supports the deployment and utilization of operational emergency communications systems, including its installation, operation and maintenance;
• Provides advice on selection and procurement of other appropriate security and safety equipment;
• Supervises assigned consultants, as required;
• Performs other duties, as required.
Minimum Requirements
• Advanced university degree in risk or emergency management, social/political science, military science, public administration, law enforcement, law or a related area;
• Five years of relevant experience in risk management and/or safety and security service in a national security and/or military setting including two years in a leadership role;
• Working knowledge (Level C) of English and Spanish
