In 2020, UNDP launched the implementation of the Strengthening the Role of Local Communities/Mjesne zajednice in Bosnia and Herzegovina Project, Phase 2 jointly financed by the Government of Switzerland and the Government of Sweden. The overall goal of the second Project phase is to improve the quality of life of the citizens of Bosnia and Herzegovina through empowered, gender responsive local communities (MZs) that facilitate active citizen engagement in public life, stand for people-centered performance of local governments and catalyze democratic transformation at the local level. The Project's implementing strategy is empowerment of local communities, with changes envisaged at system level (improvement of the local government regulatory framework, rulebooks and practices, emerging policy and regulatory changes at the higher level) and behavioural change (change in attitude, perceptions within communities; change in traditional gender roles and stereotyping, critical thinking community representatives, pro-active engagement in local public life, use of technologies for socially constructive purposes, restoration of trust in government and hope that change is positive). A combination of these transformations is a pre-requisite for durable changes once MZs become agents of local change. In doing so, the Project places MZs and their communities at the centre of its work, while also relying on a broad range of relevant stakeholders to sustain and expand Project results and increase democratic accountability.

The key Project stakeholders are the following 41 LGs: Banja Luka, Bihac, Bijeljina, Brcko distrikt, Breza, Centar Sarajevo, Citluk, Doboj, Goražde, Gracanica, Gradacac, Gradiška, Ilijaš, Jablanica, Kljuc, Kotor Varoš, Laktaši, Ljubinje, Ljubuški, Maglaj, Modrica, Mrkonjic Grad, Nevesinje, Olovo, Pale FBiH, Petrovo, Rogatica, Rudo, Sanski Most, Tešanj, Teslic, Trebinje, Trnovo, Višegrad, Visoko, Vitez, Vlasenica, Vogošca, Zavidovici, Zenica, Žepce.

Purpose of the Consultancy

The purpose of the consultancy is to support monitoring and evaluation processes of the Strengthening the Role of Local Communities /Mjesne zajednice in Bosnia and Herzegovina Project via more systematised collection and analysis of set indicators and project beneficiaries on implementation of project activities. In this regard, one M&E solution Developer (hereinafter the Consultant) will be engaged.

Objective of the Consultancy

The consultancy objective is to provide MZ Project with monitoring and evaluation solution tool, designed and developed to allow prompt and easy monitoring of project indicators, participation of stakeholders and beneficiaries at different implementation activities organized within the MZ Project. More concretely, the Consultant will design and develop MZ Project M&E tool, in appropriate technology, so as to provide best possible solution for easy, fast and accurate data entry and data analysis to enable quality overall monitoring, evaluation and reporting of this aspect of the MZ Project. 

Duties and Responsibilities

The Consultant, in close cooperation with the Project team, will design and develop a user-friendly, stable and reliable M&E solution, which will allow fast and accurate data entry and analysis on several predetermined conditions and relations, and will import data from the current Project’s Excel tool into the newly developed database.  More concretely, the Consultant will have following key tasks and deliverables:

  • In close cooperation with the Project team, analyse existing tools and develop the structure or format of the database, incorporating ideas and amendments from the Project team.
  • Design a new simplified solution that will allow for fast, accurate and reliable data entry as well as analysis and reporting in required formats including pivots, graphs, charts, etc, based on the input by the Project team.
  • Develop Participants Database Manual on the use of the developed tool and provide training to relevant Project team members.
  • Submit a technical report covering all aspects of the solution development process and definitions of functions, codes, variables and copies of any programme written.

The database will be a stand-alone data-entry and analysis solution for information that can be recalled and referenced across multiple places. The Consultants is expected to recommend the underlying technology of the database (Excel, Access or different) taking into consideration the quantity of data that it should handle, and that the database needs to be based on either MS Office applications or open source solutions.

It is expected that the consultant will visit the MZ Project premises in Sarajevo at least 2 times during the assignment (for briefing and joint analysis at the beginning of the assignment and for the training at the end of the assignment), however, if necessary entire communication can be carried out by means of online platforms, emails or telephone.

Required Skills and Experience

Academic Qualifications/Education:

  • University Degree in Computers Science, Economics, Statistics, Mathematics or similar relevant field.

Experience:

  • At least three years of relevant experience in ICT and software development;
  • Proven experience with database design and development, database management and data analysis;
  • Proven record of practical experience in programming Microsoft Access database, SQL and VBA;
  • Experience in training project personnel in the use of tool/database management software applications;
  • Experience in writing and maintaining database design documentation and operating manuals.
  • Previous experience with UNDP or international UN Agencies.

Languages Requirements:

  • Fluency in languages of Bosnia and Herzegovina (excellent writing, editing and communication skills).
  • Fluency in English is an asset.
