Programme Support Coordinator/Partnership Coordinator

Overall purpose of the role:

DRC Myanmar is looking for an experienced advisor who will provide targeted and high-quality guidance, support and capacity strengthening related to localisation and partnerships. The position will promote a new way of working by developing strategic partnerships throughout Myanmar. The role will lead the identification and development of partnership either with civil society, private sector, authorities, think tank or NGOs. The role will lead the development of tools and processes and will support area offices in implementing them, including in helping to develop partnership management structures both within program and support service teams. Where needed, the role will take on a short-term management role in setting-up pilot partnership programs.

 

Responsibilities:

1.Partnership strategy, development, and mapping

  • In close collaboration with area and program staff, identify strategic partners, as needed. Support area offices in mapping potential partners and identifying strategic ones.
  • Develop a partnership strategy and framework for DRC in Myanmar, reflective of the context, the Strategic Programme Document, and program priorities in each area – and reflective of the current context and operating environment and opportunities for civil society engagement
  • Contribute to innovative programming by providing partnerships solutions to operational challenges
  • Lead a national and area-level reflections on partnerships and exit strategies
  • Contribute to the identification of new donors and financial partners
  • Represent DRC/DDG in national and area-level fora and with key partners and donors

2. Sub-award and partnership management

  • Work with program and support teams to develop appropriate structures and roles for partnership and sub-award management
  • Support and train staff on partnership and sub-award management
  • Develop necessary tools, SoPs, and templates for sub-award management, along with global partnership advisor
  • Develop necessary tools and SoPs for partner selection, management, and capacity development, along with global partnership advisor
  • Development of risk assessment frameworks for partnerships
  • Capacity build protection staff in area offices

3. Programs

  • Work with programs and area-management teams to identify potential pilots for partnership programming
  • Lead the start-up of pilot partnership programs in a management capacity ensuring that partnership principles and processes are followed
  • Lead on partner engagement as part of the proposal design process, in line with relevant technical coordinators and program managers

4. Other

  • Raise any issues of non-compliance and assure compliance with relevant DRC standards and procedures
  • Provide regular updates to Head of Programme and Senior Management Team (SMT)
  • Any other duties as agreed with Head of Programme

Experience and technical competencies: (include years of experience)

Professional technical experience evidencing and demonstrating ability to deliver against the above-mentioned responsibilities:

  • Minimum 3 years international humanitarian field experience, including in conflict and restricted access environments
  • Experience in rapidly changing humanitarian contexts, and of working with forcibly displaced people
  • Relevant practitioner knowledge of and experience with partnership and localization
  • Experience with responsible partnership frameworks, including DNH framework, tools and assessments
  • Experience delivering targeted and high-quality technical training and capacity building, including in settings with remote technical management
  • Substantial experience in both a technical advisory role and with hands-on programme management and implementation across the project/programme cycle
  • Confident and effective representation and communication skills
  • Strong proposal development and report-writing skills
  • Analytical thinking
  • Excellent organizational skills, ability to determine priorities and attention to detail
  • Excellent interpersonal and coordination skills, including working with different groups, partners and nationalities
  • Previous technical advisory and implementation experience in, and understanding of, working in volatile and access constrained contexts – is required

Education: (include certificates, licenses etc.)

  • Masters in social sciences, Economics, Development Studies or other relevant field

Languages: (indicate fluency level)

  • English (fluent)
  • Myanmar (desirable)

Conditions

Contract: 12 months (extendable). Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates, which can be found on www.drc.dk under –Vacancies. The position is classified as G-1.
