The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy system as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 163 Members (162 States and the European Union) that acceded to its Statute, and 21 additional States in the process of accession and actively engaged.

IRENA Planning and Programme Support office, located in the office of the Director-General, is responsible for internal coordination and the strategic integration of extra-budgetary resources in IRENA’s programmatic work; timely reporting on programmatic matters to governing bodies and individual donors; monitoring and evaluation of Agency work; strengthening IRENA’s presence in Europe; and leading cross-cutting Agency initiatives, including energy transformation in the contexts of climate change and geopolitics, as required.

Under the supervision of the Director, Planning and Programme Support office, the Programme Officer will be responsible for the following duties\:

  • Diversification of resource base\: Manage a portfolio of voluntary contributions, including internal and external coordination. Specifically, this will include\:
    1. Develop relations and coordinate with external stakeholders and donors to remain abreast of their emerging priorities and ensure contribution proposals and reporting comply and align with these.
    2. Coordinate internally to ensure timely and accurate processing, implementation and reporting of voluntary contributions. 
    3. Prepare internal and external reports and analysis related to voluntary contributions and extra-budgetary resources of IRENA, in coordination with programmatic divisions and administrative services.
  • Resource diversification strategy\: Support the implementation of resource diversification strategy. Specifically, this will include\: 
    1. Produce regular updates on Agency needs for external stakeholders to support increased resource base to deliver on the Agency’s Work Programme and Medium-term Strategy. 
    2. Manage database of the Agency’s resource needs, ensuring these are aligned with Agency priorities, as contained in its Work Programmes and Medium-term Strategy. 
  • Programme implementation\: Maintain and continuously improve Agency programmatic monitoring tools and systems. Specifically, this will include\:
    1. Maintain up-to-date information on Programme implementation for timely and accurate reporting to the governing bodies and Senior Management Group as required;
    2. Contribute to Agency-wide programme management tools and system as it relates to Work Programme and Budget and voluntary contributions. 
  • Contribute to and perform other duties, as required. Specifically, this would include\:
    1. Provide up-to-date information and written input to the Director of PPS in areas of PPS responsibility. 
    2. Drafting and editing of programme-related reports within the areas of PPS responsibility.

Qualifications

 

Education\: Advanced degree in social sciences, public or business administration or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience\: A minimum of five years progressively responsible, relevant professional experience. Experience in the international context is necessary, including fundraising and donor relations. Knowledge of and experience with analytical tools for reporting is highly desirable.

 

Language\: Excellent command of written and spoken English is required. Knowledge of other languages is desirable.
