The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy system as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 163 Members (162 States and the European Union) that acceded to its Statute, and 21 additional States in the process of accession and actively engaged.

IRENA Planning and Programme Support office, located in the Office of the Director-General, is responsible for internal coordination and the strategic integration of extra-budgetary resources in IRENA’s programmatic work; timely reporting on programmatic matters to governing bodies and individual donors; monitoring and evaluation of Agency work; strengthening IRENA’s presence in Europe; and leading cross-cutting Agency initiatives, including energy transformation in the contexts of climate change and geopolitics, as required.

In 2020, IRENA Members established the Collaborative Framework on the Geopolitics of the Energy Transformation to provide leaders of governments, business and all sectors of society with a foundation for dialogue on key issues related to the changing geopolitical dynamics of the global energy transformation and IRENA's role in taking the work around it forward; thereby, contributing to policy development and new courses of action. 

Under the supervision of the Director, Planning and Programme Support office, the Programme Officer will be responsible for the following duties\:

 

  • Review and monitor geopolitical developments and trends which might affect the evolution and the impact of the energy transitions.
  • Support the overall work and activities of the IRENA Collaborative Framework on the Geopolitics of Energy Transformation;
  • Acts as focal point for collection and analyses of information on issues of assignment.
  • Conduct research on trends, key topics, and emerging issues around the energy transformation and its impact on geopolitics, and assist with the preparation of reports; 
  • Support outreach activities to raise awareness on the outputs and impact of IRENA’s work with regard to the geopolitics of energy transformation;
  • Lead the organisation of, and follow-up on, high-level and technical meetings and events, ensuring effective participation of key stakeholders, experts and partners;
  • Develop a framework for collaboration with stakeholders, including academia and research entities;
  • Maintain a database of experts on the various subject matters related to energy geopolitics 
  • Contribute to and perform other duties within the area of PPS responsibility, as required.

Qualifications

 

Education\: Advanced university degree (Master’s degree or equivalent) degree in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience\: A minimum of seven years of progressively responsible experience in political science, international relations, law, or related area. Understanding of the energy transitions and related issues is required. Experience in researching and drafting of reports as well as correspondence in the inter-governmental setting is desirable.

Language\: Excellent command of written and spoken English is required. Knowledge of other languages is desirable.
