Organizational Context

The Jesuit Refugee Service (JRS) is ministry of the Society of Jesus, incorporated as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and now has a presence in over 56 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs.

The main services provided are in the field of education, reconciliation, livelihood activities and psychosocial support. Currently, more than 724,000 individuals are direct beneficiaries of JRS projects.

Operational Context

The JRS Human Resources Department covers all aspects of staffing from recruitment to learning and development and talent management. The HR Department plays a strategic role in the organization success and the well-being of its employees. The International Human Resources Officer oversees and provides critical services to the different strategic departments. The HR Officer ensures consistency and uniformity in the implementation of human resources policies and guidelines, by sharing best practices and ultimately by promoting the welfare of JRS staff in the International Office as well as in the 10 regions where JRS has operations.  The HR Officer will also contribute to the ongoing strengthening process of the organisation which aims at developing successful operations within the International Office and our regions.

Main responsibilities of the position

In the frame of a maternity cover, we are currently looking for an HR Officer who will be responsible for the workforce planning and management, leading all corporate matters at the International Office level. More specifically s/he will:

HR Planning

  • Provide advice and support to managers and staff on human resources related matters and staff relation issues
  • Coordinate the International Office processes for employee recruitment, selection and new staff induction/on-boarding programs
  • Establish and implement policies and procedures at the International Office, ensuring best practices are put in place and fostered
  • Review and update existing policies and guidelines reflecting on opportunities for simplifying operations and business processes, in close collaboration with the HR Team
  • Provide advice on interpretation and application of policies, regulations and rules, and prepare training sessions and capacity building activities for staff and managers

Management of Entitlements

  • Administer and provide advice to managers on salaries, applying the latest JRS IO Salary Scale, and related benefits, travel, and social security entitlements
  • Liaise with labour consultants on contract and payroll management

Staff Performance & Development

  • Provide advice to supervisors and staff in understanding the performance management process and using the performance appraisal system
  • Ensure the performance management process is effectively and timely concluded every year
  • Advise staff on learning and development opportunities, identifying potential needs and providing suggestions, developing corresponding budget including forecast and allocation
  • Organize professional development activities for staff in the International Office
  • Coordinate internal coaching and mentoring activities and advise staff and managers on the different opportunities available

HR Projects

  • Collaborate and support the implementation of the Employee Wellbeing Programme
  • Develop, define, and plan the concept of corporate events (e.g. Staff Retreat, HR Global Meetings), as well as monitor and evaluate the results of the initiatives
  • Collaborate and support in the analysis of the Global Demographic Survey data, in close collaboration with the HR team

Qualification and Competencies

  • University degree specialized for the role if applicable or related discipline
  • A minimum of (3) years of work experience in a similar role in an international or non-profit organization
  • Excellent English, both verbal and written
  • Proficiency in Microsoft Office 365
  • Strong interpersonal skills and the ability to work in a multi-cultural, international, professional environment
  • Strong ability to innovate in a changing environment and promote creativity within the organisation
  • Strong analytical, strategic-thinking, and planning skills

Desirable

  • Working knowledge of Italian, French, Spanish and/or other languages
  • Field experience and previous working experience with faith-based organisations is an asset
  • Understanding of and commitment to humanitarian relief work and international humanitarian standards

Terms and Conditions

Please note that this position is only open to candidates who possess EU citizenship or other legal authorization to work in the European Union.

Contract is for 6 months, renewable, with an initial probationary period of 3 months.  The JRS remuneration policy is aligned with the JRS ethos to offer effective and professional services and at the same time express solidarity with the people served. The salary range starts from Euro 30.000 gross annual.
