Organizational Setting

The Resource Mobilization and Private Sector Partnerships Division (PSR) leads and coordinates the mobilization of voluntary contributions and Private Sector partnerships in support of the Organization’s strategic priorities. To achieve this end, PSR provides market intelligence and outreach support services to enable FAO to effectively engage partners around joint interests. PSR also oversees the negotiation of agreements in line with standard cooperation frameworks, and provides capacity development opportunities, particularly for FAO Representatives to support them in outreach and negotiations. PSR is also ultimately responsible for results reporting to ensure accountability and demonstrate impact to all partners.

Reporting Lines

The Consultant reports to the Head of the Business Development and Private Sector Unit (PSRB)

Technical Focus

Expert in Corporate/Customer Relations Management System (CRM). The senior consultant will lead on the design and smooth-running of the online CONNECT Portal to serve as a Corporate/Customer Relations Management System (CRM) for Private Sector engagement, advising on the CRM system and content and bringing key perspectives from the private sector and FAO Membership. The consultant will also lead on an advocacy package to raise the profile of the portal and attract PS partnership, as well as contribute to a training package on private sector engagement for all staff.

Tasks and responsibilities

The consultant will interact in close partnership with the FAO IT and Office of Communications, and will serve a wide range of initiatives across the house, at global, regional and country level. The consultant will work in the Business Development and Private Sector Partnerships team, reporting to the Team Leader. He/She will closely interact with FAO’s PS Interdepartmental Working Group (IDWG) and the Private Sector Advisory Group (PSAG).

The consultant will perform a selection of the following tasks and responsibilities:

Provide a thorough analysis for the full setup of the Connect portal (Phase 1 to Phase 2), advising and overseeing:

  • Phase 1 of the portal, feedback and fine-tuning;
  • Additional requirements for phase 2, based on a thorough on a ‘fit gap’ analysis of FAO’s and the wider UN’s private sector partnership policies, operating procedures and engagement plans, as well as feedback from the PS and FAO membership;
  • Additional functionalities and a CRM system;
  • Procurement of the CRM system underpinning the portal.

Oversee the design and testing of portal (both for phase 1 and leading into phase 2), ensuring:

  • Key functionalities of the Portal, including interoperability with other platforms (Hand-in-Hand, Food coalition, etc.) / analysing potential constraints and timeframe;
  • Objectives of the Portal are met - for information sharing, partnership building and match-making and training are met;
  • Continued testing of the Portal with key user-groups (internal and external).

Plan and oversee Phase 1 and phase 2 launch, including:

  • An advocacy package and launch of the Phase I prototype;
  • Launch of phase 2 and ensures high-level visibility and advocacy t global and regional levels;
  • Promotion of the CONNECT Portal with key users/audiences on priority areas of engagement, promoting the CONNECT Portal as a means to facilitate match-making and joint action;
  • Contribute to a broad PS staff training/capacity development package.

Ensure ongoing smooth implementation

  • Oversight of ongoing Portal usage – for information, partnership building and match-making, training and the FAO Share fund scheme;
  • Working towards implementing full CRM capabilities based on thorough analysis and user feedback.

Oversee monitoring and evaluation –final impact assessment

  • Monitor and evaluate the impact of the Portal, at a 6 month and 1 year interval, against Key Performance Indicators (KPIs);
  • Identify opportunities for improvement.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in a discipline relevant to the mandate of the Organization.
  • At least 12 years (A) of relevant experience in public and/or private sectors, planning and technical cooperation in food and agriculture.
  • Working knowledge of English, French or Spanish; and limited knowledge of one of the other two or Arabic, Chinese or Russian

  • Work experience in the Private Sector and in more than one location or area of work
  • Extent and relevance of experience in CRM systems

  • Familiarity with negotiating Private Sector partnerships and agreements

Selection Criteria

  • Knowledge of the Private Sector, CRM systems and marketing/advocacy for Public Private partnerships.
  • Knowledge of online platforms and tools for digitalizing processes;
  • Work experience in more than one location or area of work; work experience in the Private Sector and/or negotiating Public-Private Partnerships.
  • Understanding of the United Nations and the value of public-private.
  • Excellent writing and editing skills required.
  • Limited knowledge of French or Spanish would be considered an asset.
